Description
The GSA, Federal Acquisition Service (FAS) intends to award on a sole source bases in accordance with FAR 6.302-1 with Big Room, 35 Linsley Lake Road, North Branford, CT 06471, as the only responsible source to analyze environmental standards and eco-labels to determine the extent to which they meet Government guidelines by June 2011. This acquisition is a single source procurement under the Simplified Acquisition Procedures, FAR 13.106-1(b)(1). GSA Federal Acquisition Service has a requirement for a study on how to achieve the environmentally sustainable purchasing requirements of E.O. 13514. GSA is leading an interagency workgroup that is developing guidelines that federal buyers can use to determine which environmental standards and eco-labels are appropriate for use in federal procurements. To assist in the development of effective guidelines, GSA requires a contractor to analyze environmental standards and eco-labels to determine the extent to which they meet the guidelines developed by the working group. The Contractor shall analyze the greatest number of environmental standards and eco-labels possible using the scope of its data, access to eco-labeling programs, existing technical platform, expertise and experience. GSA requires the contractor to first analyze the guidelines using the information currently available in its database then report its findings by June 4, 2011. This analysis will provide the workgroup with an opportunity to revise and improve the guidelines early in the project. Once presented with the final set of guidelines from the working group, the contractor shall analyze all of the final guidelines against a sample of standards and labels selected by the workgroup. The contractor shall be responsible for obtaining any additional information needed to complete the analysis and shall report its findings by July 18, 2011. An optional task will be to analyze all of the final guidelines against the standards and eco-labels that were not previously analyzed are included in this purchase order as well. The end result of this requirement will be a report summary as described above. The report will provide the working group with a list of the eco-labels and environmental standards that meet the established guidelines. This information will be instrumental in assisting the working group with their final recommendations to the Section 13 Program Management Office (PMO). FAS has identified Big Room (US), Inc. the only vendor capable of satisfy the requirement. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned requirements and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 7 days after the date of this publication.
