Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice and file attachments. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-11-00041 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $7.0 million. This requirement is not a small business set-aside. The required services are described in detail in the attachment labeled 'Statement of Work.' U.S. Environmental Protection Agency (EPA) requires lodging, training facilities, and equipment for the 2011 National Association of Remedial Project Managers (NARPM) Training Conference and is accepting quotes for these facilities and services. The training conference is a week-long annual event which will be held in the Crown Center area of downtown Kansas City, Missouri from May 16-20, 2011. Superfund Remedial Project Managers (RPM) and their management will choose from a variety of courses and workshops and attend training to establish an individual development path. Hotels or facilities interested in providing these services should submit a quote, including a narrative that addresses the vendor's capability to provide all technical aspects of this RFQ and Statement of Work, in addition to the required pricing information. Quotes will only be accepted from hotels or facilities able to provide the required services. The contract is estimated to be awarded by May 09, 2011. The following provisions apply to this procurement: a)FAR 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008)b)FAR 52.212-2 Evaluation - Commercial Items (Jan 1999). The vendor will be evaluated based on its ability to meet the requirements outlined in Section 3.0 'Mandatory Requirements' on the Statement of Work. Award will be made based on a Best Value basis, where technical factors are more important than price.c)FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (Apr 2011). A completed copy of this provision shall be submitted with the vendor's package.d)FAR 52.225-25 Prohibition on Engaging in Sanctioned Activities Relating to Iran-Certification (Sept 2010)e)FAR 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998).
