Description(s): INDUSTRY DAY for Advanced Research and Engineering Services (ARES) III Additional documents have been recently attached to this solicitation. All solicitation documents should be thoroughly reviewed by all individuals planning to attend Industry Day (9-May-2011). The event will afford attendees an opportunity to submit questions, seek clarification and offer suggestions. Thorough review of all documents by attendees prior to attending the event will maximize the Government's ability to clarify requirements and solicitation documents. Please note, attendees of Industry Day should bring their own copies of draft documents. The Government will not provide hard copies the day of the event. Purpose The Air Force Flight Test Center (AFFTC) and the Air Force Research Laboratory (AFRL) is pleased to announce that an Industry Day has been scheduled on Monday, 09-May-2011 for the ARES III follow-on contract. This effort will provide support for the Air Force Research Laboratory, Propulsion Directorate (AFRL/RZ-W), Edwards AFB, CA. The NAICS Code for this acquisition is: 541712. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. A Draft Request for Proposal (RFP) and modified Statement of Work related to this announcement will be posted prior to Industry Day. Please note the Industry Day letter and map to AFRL already attached to this announcement. All documents attached to this announcement will not be available via hard copy on Industry Day. It is the responsibility of each attendee to download and/or print copies of draft documents related to this announcement. A Sources Sought Synopsis was requested for interested parties in January of 2011 and this Industry Day is a follow on for support of market research by the Air Force to identify capable potential sources. This requirement is tentatively scheduled to be a competitive small business set-aside. 2. Requirement A. AFRL/RZ-W is conducting market research to provide follow-on flexible, high quality, on-site research, and engineering personnel who possess superior competence in all aspects of liquid, solid, spacecraft, emerging and pervasive propulsion, spacecraft propulsion, systems integration and analysis technologies. The contractor-provided personnel shall possess exceptional knowledge and skills in: research, engineering, development, prediction, test, and evaluation to enhance the state-of-the-art in rocket propulsion technology, while improving rocket propulsion capabilities. Other areas of desired expertise include: logistics, contract acquisition, program management, and personnel management. B. Areas of research and engineering shall include: analytical, numerical, systems and affordability and failure analysis, experimental testing, data acquisition and reduction, hardware design and development, software development, technical advice, and acquisition management support. Specifically, AFRL/RZ-W is seeking research and engineering expertise to perform studies and analysis on technology opportunities and options that: 1) Advance liquid rocket engine technology including associated components and integrated propulsion systems that apply to pump-fed, pressure-fed, and/or rocket-based-combined-cycle engines that use cryogenic, advanced, and storable propellants. Such activities range from fundamental technology development and concept definition through full-scale engineering development; 2) Advance solid and hybrid rocket motor technology components and propulsion system technology and capabilities. This entails evaluating and validating the use, modification and development of materials, design processes, and fabrication methods for solid and hybrid propulsion elements, as well as examining analytical codes to determine component and system requirements performance, reliability, and capability; 3) Advance emerging and pervasive propulsion technology of applied sciences and technologies of boost, post-boost and spacecraft systems such as electric propulsion, advanced chemical propulsion, propulsion, high-energy-density materials, as well as performance concepts including avionics, sensors, and other emerging technologies. The contractor shall perform independent analysis, design, evaluation, and planning from exploratory development to full-scale engineering development; 4) Advance spacecraft propulsion technology programs that increase knowledge and understanding of applied sciences and technologies of boost, post-boost, satellite, and kinetic energy systems, multi-pulse ground-based upper stage booster programs, and hardware integration and demonstration, attitude control, orbital transfer, and repositioning efforts. The activity shall include integration program support along with progress monitoring of tests, technical validation, and analysis of both out-of-house and in-house generated data; and 5) Advance systems integration and analysis technology programs that increase knowledge and understanding of advance performance concepts and subsystems such as avionics, sensors, and propulsion for ballistic missiles, space transportation systems, military aerospace vehicles, and air/ground launched missiles, spacecraft, and satellite systems. This includes use and modification, development and/or acquisition of analysis tools needed to analyze performance concepts. 3. Inquiries A. This request for information is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing the information.
