Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with GMV Space Systems Inc, 2400 Research BLvd, Suite 400, Rockville MD 20850 as the only responsible source that can provide a virtual anthrospic system that includes physical representation of the shoulder and knee joints. This acquisition is being conducted under the FAR 13.106. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Naval Medical Center Portsmouth has a need for Virtual Arthroscopy Simulator. The system shall be capable of simulating arthroscopic surgeries on both the knee and the shoulder. The system shall utilize computer-generated visuals to simulate arthroscopic surgery. The system shall have haptic feedback to simulate forces and resistance generated during arthroscopic surgery and shall utilize tools and scopes similar to those indicated for arthroscopic surgery. The system shall include software that can vary the surgical scenario and tasks in order to train surgeons on various outcomes. The system shall include physical representations of the shoulder and knee joints in order to simulate physical operative manipulation. The electrical requirements are 110V, 60Hz, single phase. Items being purchased in this acquisition: Virtual Arthroscopy Simulator (Qty 1) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by GMV Space Systems Inc.
