- ADDS Industry Day Registration Form Description: This notice is a follow-on to Sources Sought Notice N00019-09-P7-ZD217, dated 21 April 2009, and Presolicitation Notice N00019-10-R-0052, dated 04 March 2010, for the Common Multi-Purpose Aircraft Information Recording System (CMPAIRS), which is now referred to as the Advanced Digital Data Set (ADDS). The Naval Air Systems Command Air Combat Electronics Program Office (PMA-209) is seeking potential interested sources who have the skills, experience, qualifications and knowledge required to successfully develop and provide a common, centrally-managed Family of Systems (FoS) utilizing a Modular Open System Approach (MOSA) of a high-capacity data loader/digital recorder combining the capabilities identified by OPNAVINST 13210.1A into a multifunctional solution. Additionally, NAVAIR is exploring the possibility of establishing this requirement as a small business set aside. This system will likely consist of three Weapons Replaceable Assemblies (WRAs). ADDS FOS capabilities will include Data Loading and Recording (DL/DR), a Crash Survivable Memory/Recorder (CSR), and a Mission Processor and Memory resource. ADDS will be integrated with aircraft mission systems on a wide array of DoN Type, Model, and Series (T/M/S) aircraft using data structures and interfaces that are common across all Navy T/M/S aircraft. Depending upon user aircraft defined requirements, ADDS capabilities will be combined in different configurations within the ADDS FOS. Potential offerors are advised that ADDS will require National Security Agency (NSA) Type 1 certification. The Government plans to hold an ADDS industry day at the Southern Maryland Higher Education Center (SMHEC), 44219 Airport Road, Bldg. 2, California, MD 20619 on 01 June 2011 at 08:00 AM. Industry Day will entail a presentation by the Government followed by questions and answers and optional one-on-one side meetings with interested companies on June 1st, 2nd, and 3rd 2011. Pre-registration is required. Companies attending Industry Day should limit their representation to no more than 3 individuals. Interested companies shall complete and submit the attached registration form via email to John.Antol@navy.mil by 23 May 2011, 5:00 PM EST. If you are interested in a one-on-one exchange, please notify the below point of contact to schedule a one-hour (maximum) meeting at your earliest convenience. All meetings will be unclassified. ADDS statement of work and technical specifications are in development, however, it is anticipated that another pre-solicitation notice will be issued prior to the industry day in order to provide a draft statement of work and performance specification for industry comment. It is requested that interested companies also submit to this office a brief capabilities statement demonstrating their ability to develop and provide the new Advanced Digital Data Set. This document shall address at a minimum, the following: (1) Prior/current corporate experience demonstrating an understanding, through similar experience, of Data Loaders and Recorders, Crash Survivable Memory/Recorders, and Mission Processor and Memory resources; (2) statement of prior/current experience that includes design verification, first article and qualification testing; (3) experience with systems integration, manufacturing and delivering hardware; (4) company profile to include number of employees, Cage Code, DUNS number, NAICS Code, and a statement regarding current small business status; (5) resources available such as corporate management, facilities and manning to be assigned to the project; (6) statement on whether your interest in this notice is to be the prime contractor or are you seeking subcontracting possibilities. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This pre-solicitation notice is being issued for the purpose of determining market interest, to enlist industry comments on the draft statement of work and performance specification, and to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
