- The Addendum contains general technical requirements for a Store Separation Telemetry (SST) System The Air Armament Center, Contracting Directorate, Enterprise Contracting Division, Test Branch, Eglin AFB, FL is interested in receiving information relating to a potential Store Separation Telemetry (SST) System. This initiative, if funded, will fall under the direction of the Office of the Secretary of Defense, Test Resources Management Center (TRMC), Central Test and Evaluation Investment Program (CTEIP). In order to meet our planning objectives, responses to this RFI are requested NLT 05 June 2011. The 46th Test Systems Squadron, Advanced Test and Training Systems Flight (46 TSSQ/RNXT) has initiated the SST effort to provide the capability to measure and transmit six degree of freedom (6-DOF) data for a variety of stores using a common, miniaturized unit. The objective of this effort is to develop a self contained unit with the following attributes: a) self-powered, b) uses existing range telemetry (TM) infrastructure, and c) integrates state of the art miniaturized components to minimize size. The goal of the SST project is to develop a capability to instrument a variety of stores so as to a) support store separation testing on aircraft that are not equipped with cameras or video, b) to support multiple drops per mission through the delivery of real-time 6-DOF data to separation engineers, and c) provide higher fidelity data that is currently not attainable with photogrammetric methods. Store 6-DOF data is currently obtained using high speed film/video recording methods or store mounted TM kits. Photogrammetric methods require that the release aircraft be configured with onboard cameras & associated hardware. In addition, photogrammetric data is limited to positions and orientations and does not capture rates and accelerations, which limits store separation analysis capabilities. Current TM systems are either custom to store type or are limited to fuze well installations and are not suitable for small stores due to their size and weight. Specifically, this RFI seeks the following information: • Technical feasibility and risk assessment associated with the SST concept. • Conceptual and innovative design concepts that utilize next generation subminiature technology to integrate key components such as accelerometers, rate gyros, a telemetry transmitter, and encryption. • The technical feasibility of using interchangeable parts and components to satisfy a range of weapon weight classes and their unique requirements. • Potential innovative antenna designs that could support internal and/or external installations of this instrumentation on stores. • Potential power sources (batteries) that could be used to support installation of this instrumentation on stores of various weight classes. • Telemetry options (point to point, re-rad); in addition, the feasibility of using C-band for telemetry should be discussed. • Schedule estimates. See attached addendum for more information. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government to acquire any products or services. The Government does not plan to award a contract based on the responses from this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs of charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be used by the Services in developing an acquisition strategy, a Statement of Work/Statement of Objectives, and Performance Specifications. The information resulting from this RFI may be included in one or more RFPs, which will be released to industry. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. RFI responses will contribute to the Market Research Report as part of the acquisition strategy development process. Currently, the acquisition strategy has not been determined. Sources responding are invited to provide input into the acquisition strategy, recommendations concerning contract type, contract clauses, other aspects of the acquisition strategy; and anything else that would help in defining an efficient and effective acquisition, are requested. The Government reserves the right to reject, in whole or part, any contractor's input resulting from this RFI. Responses to the RFI will not be returned. Respondents are advised that 46 TSSQ/RNXT is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Any subsequent actions resulting from the evaluation of the information provided because of this RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement(s) will be included. Interested firms are requested to submit information outlining their acquisition recommendations/strategies as requested above no later than 05 June 2011.
