- Note: All responses to this IFB shall be mailed to Western Area Power Administration, P.O. Box 3700, Loveland CO, 80539-3003. Physical Address for hand carried or overnight delivered bids: Western Area Power Administration, 5555 East Crossroads Boulevard, Loveland CO, 80538. Western Area Power Administration, Rocky Mountain Region, has a requirement for a contractor to provide all supervision, labor, materials, equipment, tools, transportation, and any other resource necessary to complete this project. The work is located in Moffat, Routt, and Larimer Counties, Colorado near Craig, Hayden, and Loveland, Colorado. The work includes, but is not limited to removing and replacing 26.9 miles of Overhead Ground Wire (OGW) with Optical Ground Wire (OPGW) located on three existing transmission line sections; installing Fiber Optic Duct Cable (FODC) and associated equipment from take-off-structures to service buildings located at five existing substations; fiber optic testing; removing one 138-kV wood pole structure and installing two glued laminated structures. The estimated magnitude of this project is between $500,000 and $1,000,000. The NAICS Code for this procurement is 237130 and the applicable size standard is $33,500,000.00. This procurement will be issued as a SMALL BUSINESS SET-ASIDE. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. It is anticipated that the solicitation, specifications and drawings will be available for download at http://e-center.doe.gov/ or http://www.fbo.gov (click on the link under Additional Info:) on or about May 23, 2011.
