Description
This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources under North American Industry Classification Systems (NAICS) 541513, Computer Facilities Management Services. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. It is the Government's intent to explore whether small businesses possess the capability to satisfy the acquisition's requirements; therefore, respondents must indicate all applicable small business designations (small business, 8(a), certified HUBZone, women-owned and/or Service Disabled Veteran Owned). Based upon small business responses received, consideration will be given to restricting the solicitation for requirement as a set-aside for small business competition. All interested concerns (small and large businesses) who meet the capability criteria identified below are requested to reply via email to the point of contacts identified within this notice. The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (HNC) is seeking capability statements from firms interested in proposing on an Indefinite Delivery Indefinite Quantity, five-year (one-year base plus four one-year option periods) contract that provides support services for the development and maintenance of the U.S. Army Corps of Engineers Learning Network System (ULN). The HNC intends to solicit and award a single contract award for these services. The development and maintenance services to be provided include the implementation of a corporate learning management system by planning, development, testing, fielding, and the sustainment of HNC's existing USACE Learning Network (ULN). The ULN provides the widespread capability for delivery of learning just in time for Corps of Engineer and other DOD and Federal Agency users. The content on the ULN is designed to build organizational as well as individual competencies by aligning training to organizational goals. The contractor shall provide support services for and demonstrate a full working knowledge of Oracle i-Learning and the Oracle Service Request support and help system. The contractor shall also provide technical services for new development to the ULN; and through new development and testing, ensure that the requested functionality is complete and implemented as specified. See Draft PWS for specific requirements. The Government is interested in obtaining industry's feedback and comments on the Draft PWS as well as determining the availability of sources that have the ability to meet the following criteria: (a) Proven track record for successfully implementing a similar corporate information technology system as described above; (b) Examples of demonstrated success performing operations and maintenance (including providing hotline support) support services for a corporate information technology system or application; (c) Experience in the development and maintenance of a corporate learning management system; (d) Capability to develop, update and maintain a corporate information technology system that can satisfy the government's needs in accordance with draft PWS in a cost effective and timely manner. (e) Experience in providing and maintaining an effective quality management plan Sources responding to this notice are requested to provide the following information in MS Word format: 1. What is the name and physical address of your business? 2. What is your firm's DUNS number and CAGE code? 3. Provide the point of contact information (phone number and e-mail address) of an individual who can be contacted regarding your response. 4. Is your firm a small business concern? If so, please specify whether or not your firm is also a certified 8(a) small business, certified HUBZone business and/or Service Disabled veteran owned concern? Is the source foreign owned? (specify all that apply). 5. Would you be proposing on this project as a sole contractor, prime contractor or in a contractor team arrangement? See FAR subpart 9.6. 6. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. If you intend to propose as a joint venture that has not yet been established, identify to the extent possible, your team members (the business size of your team members or joint venture firms). If you have proposed a joint venture that has already been established, provide details of the effort, the members specified and the incorporation date of the subject joint venture. In addition, identify the number of Government requirements for which your joint venture has submitted formal price proposals within the last two years. 7. Experience: Has your company provided or is in the process of providing and implementing corporate information technology systems? If so, provide customer references, locations, scope of effort, dollar value, and dates for efforts performed within the past five years. 8. Experience: Does your company have past experience in providing operations and maintenance (including providing hotline support) for a corporate information technology system or application? If so, provide customer references, locations, scope of effort, dollar value, and dates for efforts performed within the past five years. 9. Capabilities: Does your company have past experience in the development or maintenance of a corporate learning management system? If so, provide customer references, locations, scope of effort, dollar value, and dates for efforts performed within the past five years. 10. Management: Does your company have the capability to develop, update and maintain a corporate information technology system in a contract conforming, cost effective and timely manner? Please provide specific examples based on previous projects. 11. Quality: Does your company have experience in providing and maintaining an effective quality management plan? Provide examples.
