Description
Solicitation for Art Conservation Services GS-00P-11-CZ-D-0003 Description NAICS 711510, The General Services Administration (GSA)PBS, Office of Design and Construction Division, located in Washington, DC is seeking art conservation services for its Fine Arts Program involving the assessment, analysis and treatment of various types of artwork in/on Government Property. The Government intends to award approximately two (2) Indefinite Delivery Indefinite Quantity (IDIQ) contracts, (1) one for paintings which includes but not limited to paintings, murals, etc and (1) one for sculptures, which includes but not limited to interior and exterior sculptures with a one-year base period and (4) one-year option periods. Only Firm-Fixed Price task orders will be issued under these contracts. The selected firms shall be required: to survey, assess, recommend treatment, transport, perform conservation services, perform emergency stabilization/repair, and develop generic cyclic maintenance plans for works of art in the Fine Arts Collection. The conservator will be responsible for providing the necessary professional services to ensure that the proposed conservation and treatment will not have an adverse impact upon the aesthetic, historic, and physical integrity of the artwork. It may be required that conservation treatments be reversible in order to ensure that removal of materials and techniques will not endanger the physical welfare of the artwork. The known character of the artwork should not be modified. As much as possible, decayed parts of an artwork will be conserved. The treatment prescribed shall be the safest and least intrusive restorative method so as not to compromise the original integrity of the artwork, and should follow the guidelines for the American Institute for the Conservation of Historic and Artistic Works (AIC) Code of Ethics and Standards of Practice. The IDIQ contract awards shall be 100% total set aside for small business. The small business size standard is $7 million or less, based on the annual average gross revenue of a firm which has been in business for 3 or more fiscal years. The maximum ordering limitation for the Paintings IDIQ contract shall be $500,000.00 for the base year and each one-year option period, with the total contract amount over five years not to exceed $2,500,000.00. The maximum ordering limitation for the Sculptures IDIQ contract shall be $ 750,000.00 for the base year and each one-year option period, with the total contract amount over five years not to exceed $3,750,000.00. The selected firms will be evaluated in terms of the evaluation factors required for the performance work statement. Evaluation factors for the selection of the firms are as follows:(1) Experience and Qualifications, (2) Technical Capabilities and Resources (3) Past Performance, and (4) Management Approach. The firms must demonstrate that 90% of the required services will be accomplished with the firms' own employees. At least (2)two firm fixed-price, indefinite delivery indefinite quantity contracts will result from this solicitation, including profit, overhead, and hourly rates for anticipated disciplines and for use in negotiating firm fixed price delivery orders. Interested firms shall submit a letter of interest identifying the solicitation number to the Contracting Officer, on or before May 20, 2011 via e-mail to Arnetha.Wiggs@gsa.gov. The solicitation shall released on or about 1 June 2011, with receipt of proposals due not later than 1 July 2011.
