Lee at brenda.k.lee@hud.gov and Diane-Toledo-Gaskins (202) 402-4140, Diane.E.Toledo-Gaskins@hud.gov SUBJECT: Due Diligence Support Services DESCRIPTION: This Request For Information (RFI) is for planning purposes only and should not be construed as a solicitation or as an obligation on the part of the U.S. Department of Housing and Urban Development. The purpose of this RFI is to identify qualified business (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) capable of performing the work described herein. The Government will not pay for the preparation of any information submitted or for the Government's use of that information. No contract or other instrument will be issued as a result of this RFI. The U.S. Department of Housing and Urban Development (HUD) FHA Section 232 program is authorized by Section 232 of the National Housing Act (12 U.S.C.1715w). It is administered by the Office of Healthcare Programs (OHP) to insure mortgage loans to facilitate the construction and substantial rehabilitation of nursing homes, intermediate care facilities, board and care homes, and assisted-living facilities. The 232 program allows for long-term, fixed rates financing (up to 40 years) for new and rehabilitated properties and (up to 35 years) for existing properties without rehabilitation that can be financed with Government National Mortgage Association (GNMA) Mortgage Backed Securities. In order to streamline the application process, HUD developed a LEAN process in 2008 for Section 232 applications. HUD's new LEAN process employs a standardized work product and process to obtain a consistent and timely result. As a result of the Section 232 program, the number of loan applications has continued to grow to the point there are in excess of 400 loan applications currently waiting to be processed. The goal is to reduce the 232 Program "Queue" by approximately 200 applications within a period of six to nine months. The Due Diligence Analyst will complete all steps required by the associated Punch List and develop the final Loan Committee report/s and present the information contained in the report/s to the Loan Committee (LC) for consideration. Any deficiencies noted by LC in the quality of the report/s will require the Contractor to correct the report/s deficiencies before the report is accepted by the LC. HUD is seeking a contractor to provide Staffing Support services for Due Diligence Analysis. The contractor shall perform the necessary steps associated with the respective Punch List to perform a comprehensive evaluation and analysis of the assigned loan applications. The contractor shall be responsible for performing analytical review and completion of the Standard 232/223(f) Underwriting Punch List, APPS Punch List, and Mortgage Credit Supplemental, IREMS Data Entry, Purchase Checklist (when applicable), Account Receivable Punch List (when applicable), Loan Committee Memo and draft for OHP approval of Firm Commitment/Rejection, for the 232.223f applications. The Contractor's must satisfy all the requirements The loan applications are located throughout the United States. For this effort, the loan applications location has been divided by the eastern states and the western states. The closing of loan applications for the eastern states are as follows: Connecticut District of Columbia Delaware Illinois Indiana Massachusetts Maryland Maine Michigan Minnesota New Hampshire New York New Jersey Ohio Pennsylvania Rhode Island Vermont Virginia Wisconsin The closing of loan application for the western states are as follows: Alabama Nebraska Alaska Nevada Arizona New Mexico Arkansas North Carolina California North Dakota Colorado Oklahoma Florida Oregon Georgia Puerto Rico Guam South Carolina Hawaii South Dakota Idaho Tennessee Iowa Texas Kansas Utah Kentucky Virgin Islands Louisiana Washington Mississippi West Virginia Missouri Wyoming Montana HUD anticipates making two awards. The anticipated Period of Performance is for a 12 month base period. Interested vendors shall provide a detailed capability statement that would allow the government to determine that they have the expertise, experience, and knowledge to perform the requirements. Within the capability statement, describe your understanding of the requirements by defining the specific labor categories necessary to meet the desired requirement. Capability statements must address at least two prior contracts that reflect similar type and scope of work and the number of concurrent staff resources available. Contract place of performance may be performed at the contractor facility. The NAICS Code is 541611. "Administrative & Management Services". The small business size standard is 7M. Interested small business offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Response must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the process described above in sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above in compliance with FAR 52.219-14 ("Limitations of Subcontracting"). Submissions shall address the following: 1) Business name, address, telephone number 2) Name, title, telephone number, and e-mail address, etc. 3) Socio-economic classification (i.e., HUB Zone and/or 8 (a) status)) and point of contact. 4) Business size for NAICS 5) DUNS number 6) Identification of the firm's GSA Schedule 7) Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered under the appropriate NAICS code prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on annual Representations and Certifications can be obtained at http://orca.bpn.gov. 8) Provide evidence of experience and knowledge in providing Due Diligence Support services and staff members. 9) Approved Accounting system info. Please submit copies of any documentation such as letters or certificates to indicate the firm's status Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and HUD may contact one or more respondents for clarifications to enhance the Government's understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
