Description
Contracting Office Address Department of the Navy, Naval Air Systems Command. 21487 Great Mills RD, BLDG CAB III, Suite B, Lexington Park, MD 20653 Description Naval Air Systems Command has a requirement for Aerial Refueling Tanker services. The Commercial Air Services (CAS) program provides contractor owned and operated aircraft to United States Navy (USN) Fleet customers and other Department of Defense (DoD) agencies for aerial tanking of contractor or approved government aircraft. These services provide tanking evolutions of USN and other United States (US) Government agencies, USN support of Foreign Military Sales (FMS), support for Government Contractors, and other CAS aircraft certified for in-flight re-fueling. The types of aerial refueling missions including, but are not limited to, basic training to large multinational exercises, or small, single unit training exercises, and in a variety of locations, moving aircraft from one location to another, and Navy pilot training in multiple Continental United States (CONUS) sites and foreign and/or remote operating bases outside CONUS (OCONUS). Operations are normally conducted in designated Warning Areas around Norfolk, Virginia and Jacksonville, Florida on the East Coast, and San Diego, California, on the West Coast. The Contractor operates and maintains its assets under applicable Federal Aviation Administration (FAA) regulations for aerial operations within US airspace. The USN schedules the services; the Contractor performs and returns to an operating location. The Contractor is totally responsible for its aircraft, equipment and personnel. The Contractor must be qualified on a Navy interim flight clearance to refuel the following aircraft: F/A 18 A-F, EA-6B, S-3B, and AV-8B. The Government intends to award sole source contract, for a base year plus four option years, with 900 guaranteed flight hours per year, commencing on about 19 March 2012 to Omega Aerial Refueling Services (OMEGA), 700 North Fairfax St Suite 306, Alexandria VA, 22314, using authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Through market research, OMEGA was determined to be the only known firm to possess aircraft with the required FAA and Navy certifications required for this procurement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity.
