Description
Title: NAMRU-6 Research Support Services The Naval Medical Logistics Command (NMLC), on behalf of the Naval Medical Research Unit 6 (NAMRU-6) intends to issue a Request for Proposals. NAMRU-6 is located in Lima- Peru and is a component of the Navy Bureau of Medicine and Surgery (BUMED). NAMRU-6 has a need for research support services in order to carry out its research mission. NAMRU-6 responds to disease outbreaks on a frequent basis. Response to large outbreaks requires the ability to quickly provide an increased level of support for the duration of the event. A contract mechanism is required to address NAMRU-6 s surges for short term research support. These services will be performed entirely Outside Continental United States (OCONUS). Performance under this award has the potential to be in any location of the Republic of Peru. This acquisition will be conducted as a full and open competition utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, Indefinite-Delivery/Indefinite Quantity (ID/IQ) contract. Individual task orders will be awarded as firm-fixed priced arrangements. The contract is anticipated to have a 60-month ordering period for services, inclusive of planned option periods. It is anticipated that this procurement will be solicited unrestricted. However, the Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about May 26, 2011 to the Naval Medical Logistics Command s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp. Pre Solicitation notices are posted to FBO.gov and NECO.gov with a link to the website where the solicitation will be posted. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation. Central Contractor Registration: All Offerors submitting proposals must: Be registered in the Central Contractor Registration (CCR) under NAICS code 541712 prior to submission; Maintain an active CCR registration with current information at all times during which it has an active Federal award or a proposal under consideration by any agency; Provide its DUNS number on the proposal it submits to the agency.
