Description
The FAA William J. Hughes Technical Center has a need to implement a Global Navigation Satellite System (GNSS) Evolutionary Architecture Study (GEAS) of algorithms into avionics in support of the attached "draft" statement of work. The work contemplated falls under North American Industry Classification System (NAICS) code 541990 with a size standard of $7 million. Potential vendors who submit a response to this public announcement will be evaluated using a tiered approach in accordance with Acquisition Management System (AMS) Procurement Guidance T3.2.2.A.9. Tiered evaluation of offers is a process by which FAA promotes small business participation while providing a means to continue the procurement if small business participation is insufficient. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The tiered order of precedence (in descending order) for evaluating offers received in response to this SIR will be as follows: (1) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (2) Service-disabled veteran owned small business (SDVOSB); (3) Very small business; (4) Small business; and (5) Other than small business. Interested vendors are required to provide: (1) A completed Business Declaration form (attached to this announcement). Note: 8(a) and SDVOSB vendors must submit their 8(a) and SDVOSB certification letters with their submission in order to be considered responsive; and (2) A capabilities statement that addresses the following evaluation criteria: a. The vendor must describe experience in developing certified avionics. In particular, the description should include experience in developing certified Global Positioning System (GPS) and/or Wide Area Augmentation System (WAAS) avionics. Also, the description must address avionics designed and certified to meet the criteria in RTCA document DO-178B. This description must be no more than 5 pages. b. The vendor must describe experience in the GPS and the WAAS. The description must address experience that is relevant to the attached Statement of Work (SOW). This description must be no more than 3 pages. c. The vendor must include a Management Plan. This plan, no more than 2 pages, must describe how your company will be able to accomplish the tasks described in the attached SOW. If the vendor plans to work with a teaming partner or subcontractor, also include a description on how the work will be managed and how much work will be subcontracted. All small business participants (SEDB 8(a), SDVOSB, very small business, and small business) must demonstrate adherence to AMS clause 3.6.1-7 (Limitation of Subcontracting), wherein at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor to "pass" this evaluation factor. Once offers are received, the FAA will evaluate a single tier of offers according to the order of precedence specified above. Each of the above evaluation criteria (2a. through 2c.) will be evaluated on a "pass"/"fail" basis. Vendors must receive a "pass" rating in ALL criteria in order to be further considered for this requirement. After evaluation of the above criteria is complete, a Screening Information Request (SIR) will be provided to those in the tier that the Government determines provides an adequate response. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made. Only vendors who respond to this announcement will be considered for this GEAS procurement. Vendors are cautioned that no further announcement will be made if the Government determines an award can be made utilizing the tiered evaluation identified above. This is a new requirement with no incumbent. Up to three firm fixed priced (FFP) contracts may be awarded as a result of this announcement. The period of performance for each award is 6 months. Responses to this announcement are due no later than 6/7/2011 by 2:00 p.m. (EDT) and must be delivered to the FAA William J. Hughes Technical Center, Acquisition & Grants Group, AJA-4A3, Attn: AnneMarie Ternay, Atlantic City International Airport, NJ 08405. An original and 3 copies must be provided; in addition, a compact disc (CD) that includes the vendor's entire submission in.doc and/or.pdf is required. Faxed or e-mailed responses will not be accepted. The FAA will not be liable for any costs associated with the preparation of responses to this announcement. Therefore, any cost associated with responding to this announcement is solely at the vendor's expense.
