- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a Request for Proposal. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information present or the use of any such information. All proprietary information shall be marked as such. The Department of Homeland Security, Transportation Security Administration’s, Federal Air Marshal Service is conducting market research to seek qualified business concerns able to provide ACADIS Readiness Suite maintenance “or equal” able to meet all of the following requirements listed below: The salient characteristics below are for a training software management system which provides automated training/curriculum development, scheduling, management, resource allocation, and testing/grading/test analysis functions. These system functions must interact with each other collaboratively in one (1 ea) fully integrated system. Additionally, an “or equal” product must provide the capability to be able to provide the means to transfer all existing curriculum data maintained into an “or equal” training management system without information loss. Curriculum Management Requirements: Capability to create a visual and written representation of all associated activities, lessons and tests contained within the curriculum with the following features: •Add and delete containers or hierarchical buckets/organizational storage folders and activities to reflect training curriculum while leaving the (schedulable) activity intact •Ability to track training hours by class activity, training branch, and cumulative training program. •Ability to track non-training hours that are still required at part of the training program. Non-training refers to that time when students are not actively engaged in direct training activities. This time needs to be captured and tracked. •Ability to allow multiple user interfaces that permit various accesses from “Read-Only” to Full Administrative Rights”. This function needs to allow various users access to change schedules, curricular activities, attain reports, assign instructors, change student information, adjust test questions, etc. This function is also essential to allow for multiple students to sign and to take a test concurrently. Scheduling Management Requirements: 1.Ability to create multiple schedule templates that can be utilized to create individual class training schedules. 2.Ability to modify, adjust, and save templates to increase efficiency. 3.Ability to modify, adjust, and save schedule of activities after a class is created. 4.Ability to delete a class schedule. 5.Ability to modify curriculum before and after a class is created and apply those modifications directly to the class schedule. 6.Color coded class activities for ease of identification. 7.Ability to print a class schedule in PDF format with activity Name, Times, Date, and Instructors listed for each activity. 8.Ability to identify conflicts of facilities, training branches, and instructors across multiple classes and provide alternative solutions. 9.Identify active classes and maintain historical data on previous classes and students. 10.Allow for “Rules” to be applied to curricula activities, instructors, and facility resources so conflicts in those areas can be automatically identified. 11.Track facility and instructor resources and their availability. 12.Automated function which allows documentation of instructor hours involved in training. 13.Create instructor identification and differentiate between “Department Lead”, “Primary Instructor”, and “Support Instructor” 14.Automated scheduler function which allows for identification of resources both scheduled and unscheduled. 15.Ability to view schedule weekly/monthly vs. the class as a whole (Resource/Instructor Assignment Management) 16.Ability to set anchor vs. flow default segment properties in curriculum schedule template, (as needed by end user). 17.Automated System must possess the ability to anchor an activity into the class schedule template. Note: Class schedule templates are built off of the main Curriculum Schedule Templates. 18. Ability to copy a schedule template and create a new template based on a previous template. 19.Ability to navigate to a “specific day/date” in both the class schedule and the class template. Resource Allocation: 1.Create “Daily Door” or industry standard report that is needed by those who manage resources/facilities. Reports include resources that are being used on a particular date. 2.Create reports that identify the percentage of resources that are used per week and per month. 3.Create and track resource/facility availability 4.Assign individual resources to outside agencies and shows availability to avoid conflicts with current or future training programs. 5.Create “Training Hours Report” that identifies the resources in percentages both daily and monthly. 6.Create “Resource Utilization Report” to show the availability of all resources on a particular day. 7.Creates “Resource Availability Report” to illustrate all the activities by resource for a period greater than a day and as far into the future as needed. Testing & Grading Function Requirements: 1.Ability to create tests and assign them to individual students with test specific identification numbers. 2.Ability to randomly order test questions on an individual basis. 3.Ability to maintain privacy/security in providing individual test results upon completion. 4.Ability to create test banks of questions based on all curricular activities that are linked to performance objectives. 5.Ability to credit test questions after tests are created assigned or graded. 6.Ability to gain long term historical data on individual test questions. 7.Ability to gain current data on test questions for the current class. 8.Ability to gain a test analysis of all test questions in the test bank or individual tests. 9.Creates “Class Departure Reports” to identify students who left the training program and the reason. 10.Create a “Class Grade Report” to show individual student exam results. 11.Create transcripts to show all activity grades. 12.Create a report to show grades for all the students of a class in one report. Can do it by test or by students. The NAICS code is 511210 and the small business size standard of $25M. THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. Interested businesses providing “or equal” products are required to submit their statement of interest, capabilities/product information, and business size. All respondents shall provide sufficient supporting documentation to the Government to determine if a competitive environment can be established. All responses shall be limited to 2 pages. The Government will NOT be responsible for any costs incurred by interested parties in responding to this request for information.
