Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation for this project will be available on or about May 10, 2011 at https://www.neco.navy.mil. Naval Facilities Engineering Command Midwest, Great Lakes, IL is currently seeking small business construction contractors for Solicitation Number N40083-11-Q-3024 to replace two power poles with associated electrical components located at Naval Station, Great Lakes, IL. Project Magnitude: $25K - $100K Set Aside: Total Small Business The work includes furnishing all labor, transportation, supervision, material, equipment, and performing all operations in connection with installing new 55 ft. and 65 ft., class 2 and 1, power poles in place of the existing power poles #325 and #435. The work shall be performed in Forrestal Village and Camp John Paul Jones, Great Lakes, IL, 60088. The work shall be completed and ready for use not later than 30 days after the date the contract is awarded. Power Pole #325 Replace in place, a 55 foot, class 2, electrical power pole with a new 55 foot, class 2, power pole. Provide three new 34kV, clamp type, porcelain standoff insulators, armor rod and associated hardware. Provide one new guy wire with a 10 ™ fiberglass insulator. Provide a new #2 stranded copper ground wire from the static wire to a new 10 ™ ground rod. Transfer and reuse all remaining hardware and wire as feasible related to a 34.5kV and a 12.47kV circuit to the new pole. The work will be performed on de-energized circuits. Buildings fed on the 12.47kV circuit will need to have a scheduled outage outside of normal working hours long enough to temporarily isolate the 12kV circuit from the construction site. After work is complete at the new pole, another outage will be necessary after hours to reconnect the 12kV circuit. The contractor will be responsible for the work related to isolating and reconnecting the 12kV circuit. No building outages are required for the 34.5kV circuit. Reattach existing fiber optic cabling to the new pole. Provide temporary fencing to secure the construction area from the adjacent daycare facility, Bldg 3110. Remove and dispose of the existing power pole and any remaining unused equipment and hardware. All disturbed pavement, concrete, and landscaping shall be restored to original condition. Power Pole #435 Replace in place, a 65 foot, class 2, electrical power pole with a new 65 foot, class 1, power pole. Provide six sets of new 34kV, porcelain dead end bell insulators and associated hardware. Provide six new guy wires with 10 ™ fiberglass insulators. Provide a new #2 stranded copper ground wire from the static to a new 10 ™ ground rod. Transfer the existing 34.5kV circuit and static wire to the new pole. The work will be performed on de-energized circuits. No building outages are required so the work can be done during normal working hours. Disassemble and reinstall the existing fence surrounding Camp John Paul Jones to gain access to the pole location. Provide temporary fencing to secure the construction area. Remove and dispose of the existing power pole and any remaining unused equipment and hardware. All disturbed pavement, concrete, and landscaping shall be restored to original condition. New Poles Poles shall be wood poles machine trimmed by turning, Southern Yellow Pine conforming to ATIS O5.1 and RUS Bull 345-67. Gain, bore and roof poles before treatment. Should additional gains be required subsequent to treatment, metal gain plates shall be provided. Pressure treat poles with pentachlorophenol. The quality of each pole shall be ensured with "WQC" (wood quality control) brand on each piece, or by an approved inspection agency report. The solicitation will be issued as a total small business set-aside. The Government will only accept offers from small business concerns. This is a negotiated procurement, using the Lowest Price Technically Acceptable Continuum in accordance with FAR 15.101-2 that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in late June or early July 2011. The NAICS Code for this procurement is 237130, Power and Communication Line and Related Structures Construction, with a size standard of $33 million dollars. In accordance with FAR 36.204, the project magnitude is between $25K and $100K. The contract duration is 30 calendar days from date of contract award including submittals time. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. A site visit is planned; the date and time will be announced in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. The solicitation will be posted to https://www.neco.navy.mil, under solicitation number N40083-11-Q-3024. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any quotation. The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award.
