EXPRESSION OF INTEREST - INFORMATION MANAGEMENT MANAGED SERVICES FOR BATTELLE ENERGY ALLIANCE, LLC Change is upon us at the Idaho National Laboratory (INL). Nationally tight budgets, restructuring, and policy improvements are coming together at a time when it becomes necessary to reinvent several activities within INL's Information Management (IM) to best support the laboratory. With change comes opportunity. Battelle Energy Alliance, LLC (BEA), the managing and operating contractor of INL, is seeking an Expression of Interest (EOI) from prospective vendors who would like to provide managed services within IM to INL. This services model restructuring is anticipated to be effective for INL fiscal year 2012. In an effort to communicate the IM vision and resultant opportunities to current and potential suppliers, we have produced this EOI. A subsequent 'Focus-On' meeting will be held in Idaho Falls on June 7, 2011 to provide a forum for information exchange among the programs and interested vendors. There is potential that BEA will follow up with formal Requests for Proposal (RFP) to qualified candidates. In the event that BEA chooses to issue any RFPs, the RFPs will be set aside for small business, which may include teaming arrangements with other large and small business entities. IM commodity services areas under consideration include but are not necessarily limited to: • Document and records management • Text processing • Graphic arts • Printers, Plotters and Copiers • Software engineering, development and maintenance • Mail Room services, and • Telecommunications support (i.e. fiber backbone maintenance, outside cable plant engineering, telephone moves, adds and changes and wireless/radio maintenance). General descriptions of the stated areas are available on the webpage at https://inlportal.inl.gov/portal/server.pt/community/procurement/346/procurement_opportunities. Innovative thoughts from vendors are anticipated to play a role in moving decisions in these managed service areas forward. Among others, anticipated innovations include:  the service being managed by the vendor and not by INL,  the service being conducted from outside of INL facilities where practicable,  services obtainable on a unit or transaction basis versus on a named individual (staff augmentation) basis, and  continuance or improvement in the INL knowledge and expertise currently supporting these areas. This service requires both a comprehensive knowledge of word processing software applications and INL standards, and a high degree of skill in preparing complex and detailed documents. The service must be able to incorporate complex revisions, equations, landscape tables, and format documents using pre-programmed templates and styles. Service must include proofreading and performing self-checks. Type of Action: Set Aside Total Small Business Estimated Dollar Range : $250K - $1M Anticipated Award Fiscal Year: 2011 Managed Service: Document and records management NAICS: 561499 ($7M) Acquisition Description: The INL currently provides these services internally through staff augmentation and internal staff and desires a managed document and records management service. Such service will provide records management by establishing and maintaining files, indexes, logs, and other office records. Scan hardcopy records for entry into the INL electronic document management database. Distribute and update electronic and hardcopy controlled documents and manuals, enter data into various databases, and file paper and electronic documents. Type of Action: Set Aside Total Small Business Estimated Dollar Range : $750K - $1.5M Anticipated Award Fiscal Year: 2011 Managed Service: Graphic Arts NAICS: 541430 ($7M) Acquisition Description: The INL currently provides these services internally through staff augmentation and internal staff and desires a managed graphics arts service. Such service will produce original art work and complex illustrations for inclusion in scientific, engineering, and administrative publications or presentations. Work from general instruction, both written and verbal, in the preparation of complex technical or design art work. Create isometric, perspective cutaway, exploded views, schematics, and other illustrative products for inclusion in documents, articles, procedures, brochures, three-dimensional presentations, videos, displays, and posters. Type of Action: Set Aside Total Small Business Estimated Dollar Range : $300K - $1M Anticipated Award Fiscal Year: 2011 Managed Service: Software Engineering, development and maintenance NAICS: 541519 ($25M) Acquisition Description: Software Engineering at the INL has been performed in a broadly heterogeneous environment in-house from concept through design, development, implementation, operations and maintenance, and retirement. INL desires a model where Software Engineering is performed as a managed service to the extent practicable. This may include but is not limited to design/development, project management, database administration, user experience/web design, V&V testing, development and acceptance environments, maintenance enhancements and includes implementation and management of COTS. Type of Action: Set Aside Total Small Business Estimated Dollar Range: $2M - $7M Anticipated Award Fiscal Year: 2011 Managed Service: Mail Service NAICS: 561431 ($7M) Acquisition Description : An interim subcontract is currently in place for INL Mail Services, and a permanent managed service is desired for the future. Mail Services includes pickup and delivery of INL internal and outgoing mail. Scope includes interface with United States Postal Service and INL site contractors to facilitate efficient delivery and pickup of mail for Battelle Energy Alliance, DOE-ID, Bechtel Bettis, Bechtel BWXT Idaho, and limited interface with CH2M WG Idaho. All services will be in accordance with 41 CFR Part 102-192, Mail Management and applicable BEA security requirements. Compliance with U.S. Mail codes and regulations is important as are safety and security requirements, appropriate customer issue resolution, adequate emergency procedures, and compliance with pickup and delivery requirements. Options may include scanning incoming mail for electronic delivery to recipients, and policy to minimize the necessity of hardcopy mail. Type of Action: Set Aside Total Small Business Estimated Dollar Range: $250K - $650K Anticipated Award Fiscal Year: 2011 Managed Service: Printers, Plotters, and Copiers NAICS: 561499 ($7M) Acquisition Description: The INL currently has a convoluted environment of printers, plotters, copiers and the like, supported in a variety of manners. INL seeks an 'output management' service providing and supporting a range of desktop/desk-side printer/copier/scanner models for use by individual INL staff and workgroups; instances of roll-feed, large-format plotters should also be addressed. Network interfaces should be tailorable to address the INL's network-based security configuration requirements. The scope, particularly for copy and multifunction devices should include maintenance, supplies (toner, staples, and other consumables). The existing fleet includes ~400 Kyocera, Lanier, and Toshiba copy and fax machines as well as a fleet of several thousand desktop and workgroup printers (primarily HP). Services should also include delivery and setup, relocation within the INL and tracking of print and copy volumes. The service provider needs to address how INL property management and security requirements will be addressed for these devices, including incoming, repair/service, and departing devices (e.g., property tagging, hard drive destruction and other aspects of data protection). All new models should be from a small set of manufacturers, so as to optimize support and use costs. Interested vendors should also be prepared to propose solutions for managing output to providing the best value based on print job size and proximity to print centers. Demark with existing technician managed services and with Government Printing Office (GPO) activities needs established. Assessment of the present environment may be permitted as part of any RFP process. Type of Action: Set Aside Total Small Business Estimated Dollar Range: $50K - $500K Anticipated Award Fiscal Year: 2011 Managed Service: Telecommunications support NAICS: 561499 ($7M) Acquisition Description: The INL currently provides communications infrastructure services and support internally through a variety of staff augmentation contracts and internal staff and desires a managed service that will cover maintenance and operational activities pertaining to outside plant infrastructure, optical backbone networks, video conferencing infrastructure, telephony infrastructure supporting voice services, unified messaging, call center systems, wireless systems support (e.g. Land Mobile Radio installations and maintenance), and telephony moves, adds, and changes over the geographically diverse area comprising the INL. The managed service should be self-sustaining as related to mobility and communications while being responsive to the requirements of a highly available communications network and its associated infrastructure. Staff members must have the skill sets and certifications to support these requirements and the capability to remain current on relevant platforms. Department of Energy 'L' clearances are required for access to communications facilities.
