Description
The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 541618. This Solicitation Number BBG50-R-11-00069DS is issued as a request for proposal (RFP) that will result in a single award of an Firm Fixed Price contract using FAR Part 15 (Contract by Negotiation) procedures to provide for Web Analytics The government reserves the right to make an award on the initial proposal without discussions of this procurement. Statement of Work - Web Analytics Implementation Consulting Services 1.0 Overview: This Statement of Work order describes the specific task areas to be performed by the contractor. Background: The Broadcasting Board of Governors (BBG), located in Washington DC, is seeking an experienced Web Analytics company to work with the Office of New Media's Web Analytics and Search Engine Optimization team. The Web Analytics contractor shall work directly with BBG and Voice of America (VOA) broadcasters to: Assist in gathering business and reporting requirements, Apply these requirements to the implementation of a web analytic tool, Verify that the tool is implemented to these specifications, and Train to use the customized setup J reports to support our business objectives. The contractor is the web analytics expert for the organization and shall not be involved in Web Analytics Vendor selection. 2.0 Scope and Description of Task - Having a web measurement strategy in place ensures the Broadcasting Board of Governors shall be able to monitor the success or failure of its online initiatives. It shall align different data dimensions, KPIs, and reports to the organizations objectives so that we can effectively measure our global and network specific online business performance. In taking the first step to establish this web measurement strategy, the Broadcasting Board of Governors is looking to hire an external resource to assist us in 1) gathering business and reporting requirements, 2) applying these requirements to the implementation of a web analytics tool, 3) verifying that the tool is implemented to these specifications, and 4) training in-house broadcast staff, marketing staff, and management on use of the customized reports to support business objectives. PHASE 1-REQUIREMENTS GATHERING - Lead reporting and business requirements gathering efforts for IBB Entities. In order to establish requirements, the contractor requires access to all of the key stakeholders. These requirements shall be used to inform IBB-written statement of work for web analytics tool and to inform phase 2 below. Contractor shall not aid in selection of analytics tool. Delivered requirements must be analytics-tool agnostic. SCOPE: Without understanding the goals and expectations of the users and stakeholders, we are very unlikely to satisfy them. Therefore, the Contractor shall conduct meetings with 11 key stakeholder groups across four broadcast networks (identified in chart belOw) in order to gain an understanding of the online strategy, business requirements, pain points, and business goals. The Contractor shall recognize the perspective of stakeholders so stakeholders' inputs can be appropriately addressed. Listen for and identify recurring themes Identify best solutions to problems, and clarify details of opportunities Assess each reporting need to determine if it's truly essential SCOPE: Contractor shall confirm that tool has been configured and tagging applied correctly to fulfill requirements set forth in Phases 1 and 2. Contractor shall provide corrections to initial implementation (if required) in up to two batches to IBB implementation team for correction. After these changes have been verified, the tool should be fully and properly configured based on requirements set forth in phases 1 and 2. DELIVERABLE: Certification (with up to one round of revisions) that tool has been implemented and custom reporting configured as specified in phase 3. PHASE 4 - USAGE CONSULTING, ADVICE, AND TRAINING Concurrent with or immediately after Phase 3, provide advice and training on how to use these reports to inform the needs set forth in Phase 1. This shall not replace technical training on how to use the web analytics tool, which shall be provided by web analytics vendor. The purpose of phase 4 is to ensure that the tool is used to its full potential and as designed to ensure implementation and customization efforts result in actionable insights. SCOPE: Provide business advice and training to the 11 key stakeholder groups on how to use the reports for their business objectives. DELIVERABLE: Provide seminar-style "training" for representatives from the 11 key stakeholder groups (some groups may be combined based on overlapping requirements). Provide documentation of how custom reports intended to be used to support business objectives. NOTE: "Training" shall be video recorded by 188 for internal use, reference, and institutional memory. 3.0 Deliverables 30 days after award - Phase 1: Documented Business and Reporting Requirements written document and power point presentation. 14 days after notification of selected web analytics tool (90-120 days after award) - Phase 2: Documented configuration requirements based on phase 1 requirements and contingent on web analytics vendor selection. 14 days after system go-live (150-180 days after award) - Phase 3: Certification (with up to one round of revisions) that tool has been implemented and custom reporting configured as specified in phase 3. Within 1 month of go-live (170-190 days after award) - Phase 4: 2 days of on-site training in Washington DC. Seminar-style "training" for representatives from the 11 key stakeholder groups (some groups may be combined based on overlapping requirements). Provide written documentation of how custom reports intended to be used to support business objectives. Contractor shall work closely with key stakeholders to translate business goals and KPIs into reporting requirements across all online properties and channels. Work with Analytics and SEO team to identify key stakeholders at all levels of organization and determine their unique reporting needs. This document shall guide selection and implementation of Web Analytics tool and long-term web analytics and online performance reporting strategy. The Contractor shall provide written documents as appropriate and requested by the Office of New Media related to the above tasks, and shall participate in discussions via telephone concerning the project as necessary and appropriate. The Contractor shall be expected to make at least two on-site visits to the offices of New Media in Washington DC: one for information gathering purposes, one for training purposes. The Contractor shall be expected to have real-time communication via teleconference or online conference with many stakeholder groups, especially groups located in Europe. Projected Completion date: 6 -8 months after award 4.0 Evaluation Criteria Reputable company with at least eight years of significant experience in working with multilingual or multi-channel (organizations with multiple subsidiaries) online news media organizations or organizations with multiple content-based websites. Company's primary core competency must be on web analytics. Proven track record of training stakeholders and executives in use of reports for data-driven decision making. Partnerships and experience working with supplemental tools and services is required. Company must be a leader in the web analytics industry, with a strong presence in national and international web analytics conferences and associations. Experience working with international organizations with multilingual websites or international broadcasting with multilingual websites a plus. Experience working with not-for-profit and/or federal government a plus. Experience working with content driven websites. Experience working with organizations where profit is not a key performance indicator to determine business objectives and key metrics. Company must be vendor neutral, and must be trained and certified in all major web analtyics tools and have demonstrated experience using: Corernetrics, Google Analytics, Adobe Omniture, Unica, Webtrends, etc. Extensive experience in web traffic data and tagging and tracking mechanisms. Previous experience with web log and cookie based data analysis and aggregation. Proven consultative skills: strong track record of designing, developing and delivering analytic solutions to business partners. Ability to translate business requirements into technical methodology and reporting requirements. Experience with designing technical site- and page-level analytics implementation strategies. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price contract; T he provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition, with no addenda. The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. The Written Technical Proposals will be evaluated in three equally-weighted areas (a) Capability) (b) Approach and (c) Experience/ Past Performance as follows: Capability: (e.g. personnel): Offerors shall describe their corporate capability to perform as stated in Statement of Work (SOW). Approach: The Government will assess the technical merit of the Offeror's approach in order to determine if the Offeror has the ability to successfully perform the task areas specified in the SOW. Experience/Past Performance: The IBB will assess the relevancy of the Offeror's experience/past performance to determine the Offeror's ability to perform the work requirements of the SOW. Offerors shall submit evidence of their experience in performing work. Offerors shall submit examples of no fewer than two (2) of their most recent or ongoing contracts relating to the work specified in SOW experience can be government or commercial. (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their proposal.
