- Description
- The Department of Housing and Urban Development (HUD) has a requirement for up-to-date and historically trended multifamily housing rents and vacancy rates data for at least 82 primary metropolitan markets and up to 200 total metropolitan multifamily housing markets within the Continental United States. Coverage within each of the available metropolitan markets should be covering 100% of the market-rate properties with at least 40 units or more. Access shall be provided for up to 10 users within the Quality Assurance Division of Public Indian Housing. The data required shall be screen-readable and in compliance with Section 508 of the Rehabilitation Act Amendment of 1998 (29 U.S.C. 794 (d)) as enacted in the Workforce Investment Act of 1998. Data required shall include: details on rents, vacancies for the multifamily sector for the metropolitan market and all submarkets as available; annual and quarterly trends with five years of historical trending, when available; metropolitan market and submarket details on rents and vacancies for Class A and B/C properties for the multifamily sector, when available, details to be categorized by typical number of bedrooms, square footage, and age of the property shall be given for the average property in class and areas; economic and real estate analysis in narrative form on most metropolitan areas for their multifamily rents; and current market indicators across all market and submarkets in each metropolitan market, including rents, vacancies, free rent concessions, and expenses for multifamily sector. The data shall be updated on a quarterly basis. A searchable archive shall be made available, maintained, and updated daily. The period of performance for these services is one year, with four, 12 month options to be exercised as determined by the Government. HUD intends to competitively procure these services. At this time HUD has not determined whether to solicit the services as small business set aside or on and unrestricted basis (i.e. all business types) FAR Part 15. A decision will be made after reviewing the responses to this notice. Interested vendors shall provide: - A detailed capability statement that would allow the government to determine that they have the capabilities to meet the requirements noted above; and - vendors business size.
