Description
The United States Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005 on behalf of Program Manager, Aerial Common Sensors (PM ACS) intends to conduct a full and open competition for the Tactical Signals Intelligence (SIGINT) Payload (TSP) Engineering and Manufacturing Development (EMD) contract. The objective of the TSP program is to provide the commander with a comprehensive picture of electronic emitters in the battlespace, and the ability to detect, identify geo-locate, and copy emitters, including High Value Targets (HVTs). The EMD effort includes the design, development, fabrication, integration, test and delivery of three (3) Airborne TSP PODS and two (2) Ground Workstations, capable of controlling the Airborne TSP POD and displaying the data collected. The Period of Performance for this effort is eighteen (18) months. As envisioned, the TSP system will be a modular, scalable, and adaptable design that will allow integration on a wide variety of aerial platforms. This EMD effort establishes specific requirements for the TSP system when integrated with the Gray Eagle, MQ-1C UAS and is intended to leverage an existing mature baseline system. The anticipated effort is intended to be a Firm-Fixed- Price, Cost-Plus-Incentive-Fee effort. The NAICS code for this procurement is 334511 with the corresponding small business size standard of 750 employees. The solicitation number assigned to this effort is W15P7T-11-R-S801 and will be issued on or about 23 May 2011, with a thirty day response time.
