- Second Site-Visit The General Services Administration has a requirement to solicit for chemicals and services for the Heating Operation & Transmission Division's Water treatment program in Washington, DC. THIS PROCUREMENT IS SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS ONLY. OFFERS FROM LARGE BUSINESS WILL NOT BE CONSIDERED. Statement of Work : The successful offeror shall furnish all of the necessary equipment, labor, supplies, and supervision to provide chemicals and services for the water treatment program for the open condenser/surface condenser cooling tower, the coal yard air compressor cooling tower, the closed chilled water system and the boiler systems at the Central Heating and Refrigeration Plant in Washington, DC. GSA / HOTD Central Heating and Refrigeration Plant desires to contract the services of a water treatment contractor who can accomplish the following general objectives: •1- Ensure efficient water usage and reduce water discharged to sewer from all systems; •2- Reduce boiler and cooling tower blowdowns by increasing safe operating cycles; •3- Optimize chemical usage while keeping equipment free of corrosion, scale, biofouling, and deposits; •4- Optimize the boiler pretreatment, boiler, cooling towers, and closed chilled water loop systems to improve efficiency and reliability; Services are to be provided for a period of one year, with the Government having the unilateral option to extend services for four (4) consecutive additional periods of one year each. Definition of the Water Treatment Program "Water treatment program" includes all chemicals, test kits and reagents, chemical feed and control equipment, corrosion coupon racks, coupons, flow meters for the coupon racks, and service required to properly protect and operate the GSA-HOTD Central Plant water systems efficiently and reliably. Service includes, but is not limited to, service visits, training of the plant personnel, chemical delivery and feeding, empty container removal, chemical and pump inventory control, and on-site and laboratory analysis of water and deposit samples Contract Procedures: This requirement will be solicited on a full and open competition basis after exclusion of sources. A Request for Proposal is required for this Solicitation. This is a commercial item procurement, and will be awarded on the basis of best value. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. It is the offeror's responsibility to monitor EPS site at https://www.fbo.gov for the release of all information regarding this requirement. The solicitation will be posted on FBO on or about April 25, 2011. Proposal due date will be noted in the solicitation. Successful offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov per FAR 52.204-7. All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Work to be done in behalf of the General Services Administration, Heating Operations and Transmission Division located at Central Heating Plant 13 th and C St. SW Washington DC. A pre-bid meeting, including a walk-throughhas been scheduled for Tuesday May 3rd, 2011. A second walk-thru has been scheduled for Tuesday May 10th, 2011 @ 9am. Please see the attachment for details. Hard hats must be worn during the walk through: therefore all prospective offerors are requested to bring hard hats. Please be advised that any clarifications and/or changes to this solicitation will be made by writing an amendment to the solicitation. Any verbal information provided during the site visit will not be binding on the Government.
