Description
THIS PRE-SOLICITATION IS BEING ADVERTISED AS A TOTAL SMALL BUSINESS SET-ASIDE. The NAICS code for this solicitation is 562910 “ Environmental Remediation Services. The size standard is 500 employees. The Government intends to award approximately four (4) Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts for a one year base period and two one year option periods. The total maximum value for the contract is $100,000,000.00 inclusive of the base year and all options. Work will be performed through the issuance of task orders. The work will include performing range sustainment services such as range residue clearance and processing/recycling; Military Munitions Response Program (MMRP) responses involving conventional munitions and Chemical Warfare Material (CWM); Environmental Compliance and Remediation Services (ECRS); and other Munitions-Related Services (OMRS) as necessary to permit lands and waters to be safety and efficiently used for their intended purpose. Potential tasks to be performed under the contract, may include, but are not limited to: 1) Operational range clearance (surface and subsurface) of ranges where both non-explosive practice munitions (NEPM) and high explosive munitions were used and range maintenance (to include small arms ranges);.2) Operational range condition assessments;3) Operational target and berm maintenance; 4) Vegetation removal; 5) MRP terrestrial (surface and subsurface) MEC removal; 6) Demilitarization of MEC, including in situ treatment of munitions that are unsafe to move (i.e. blow in place);and 7) MEC/MD/RRD/MPPEH management and disposal/recycle, including safe certification/verification and processing. The range sustainment and munitions response remediation services will be performed at sites located in the lands and waters of the Continental United States (CONUS) and Outside Continental United States (OCONUS), including International Operations (IOP) supporting the U.S. Navy and Marine Corps within the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR), which includes the continental United States, Hawaii, Puerto Rico, Central America, the western Pacific, Europe, Asia, Africa, the Caribbean, and the Atlantic, and other locations worldwide. The Services provided under this contract may also be used on a case by case basis in support of various Department of Defense Commands and Installations worldwide. The Government intends to award an Indefinite Delivery/Indefinite Quantity, Multiple Award Contract with the capability to issue Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task orders. The best value source selection process will be used for this procurement. Contracts resulting from this solicitation will be awarded to the responsible offerors whose proposals conforming to the solicitation represent the BEST VALUE to the Government, cost and technical factors considered. Firms submitting technical and cost proposals will not be compensated for any expenses incurred in the preparation of their proposal. The solicitation will be issued on approximately 24 May 2011. This solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The Request for Proposal will be made available via the Federal Business Opportunities website (www.FBO.gov) and/or the Navy Electronic Commerce Online website (www.neco.navy.mil). All prospective offerors should download all pertinent documents from the websites. Notification of any changes to this solicitation (amendments) will only be made on the FedBizOpps website. Therefore, it is the offerors responsibility to check the internet sites regularly for any posted changes to the solicitation. Requests for documents by telephone, fax, or email will not be honored. All responsible small business offerors may submit a proposal for consideration. All interested offerors must be registered in the Department of Defense Central Contractor Registration (CCR) database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DoD contracts.
