Description
Drawings This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Total Small Business Set-aside IAW FAR 19.502-2 (b)(1). The North American Industry Classification System (NAICS) code is 336413 and the small business size standard is 1000 employees. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number FA5702-11-Q-0111 is issued as a request for quotation (RFQ). Provisions and clauses contained in this solicitation are those in effect through Federal Acquisition Circular 2005-50. In reference to Air Force Technical Order 00-80C-1 (Section 5.11.2 & 13.2.2), The Air Force has a requirement to procure an Aircraft Sled System Sleds must be large enough to move a KC-135. Each sled must be an extremely low platform (4" to 6" in height) that has the capability to move aircraft with partial landing gear or no landing gear extension. Sleds must have the capability to handle aircrafts that may be jacked or lifted. Sleds should be able to be placed under air bags to allow mobility once the aircraft is lifted. Sleds need to have tie-down points or rings in order to secure the aircraft to the sled for transportation. This equipment must have the capability to transport the aircraft over large distances and unimproved surfaces. Sleds must be capable of being broken down and reassembled on site. For easier storage and mobilization, the sled should be available in universal sections which allow them to be used in several different configurations. The sledge system contains the following: CLIN 0001 AGE Logistics P/N 10060-79A (OR EQUAL) 40-Ton Sleds - required to each support 1,200 Kg. Needs to be manufactured in universal sections which will allow them to be used in several different configurations and will allow for easier transport/storage. Length (200" to 250"), Width (100" to 120"), Height (4" to 6"). 2 EA _______________ Total _______________ CLIN 0002 AGE Logistics P/N 10060-90A/ NSN 3990-99-198-3142 (OR EQUAL) Fighter Aircraft Sled - required to support 2,500 Kg. Needs to be manufactured in universal sections which will allow it to be used in several different configurations and will allow for easier transport/storage. Length (350" to 500"), Width (110" to 200"), Height (4" to 6"). 1 EA _______________ Total __________________ CLIN 0003 AGE Logistics P/N 10060-06A NSN 1730-99-535-3877 (OR EQUAL)- Turntable - required to support 800 Kg and is used for nose landing gear recovery systems. It should enable minor changes in the direction of pull during the towing of aircraft. 1 EA _______________ Total _____________________ CLIN 0004 Rigging Equipment (attachments, cables, shackles, and spreader bars, and linking frame) - this equipment will be required to attach the sled together and connect it to the tow vehicle to move the aircraft. The methods of shipping are below. Offerors must quote on both types of shipping. The final destination is TMO in Doha, Qatar. The contractor shall also be responsible for any customs related issues to include any storage fee, etc. No customs waiver will be granted. The following provisions and clauses (current through FAC 2005-50 effective 15 April 2011) are applicable to subject solicitation: FAR 52.212-1 Instructions to Offerors, Commercial Items (Jun 2008); FAR 52.212-3 Offeror Representations and Certifications (Apr 2011); 52.212-4 Contract Terms and Conditions - Commercial Items; and FAR 52.212-4 Contract Terms and Conditions (Jun 2010); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Jan 2011), Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause under paragraph (b) are considered checked and applicable to the acquisition: (4), (6), (10), (20), (23), (24), (25), (26),(27), (28), (29), (39), & (45). DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2011), applies to this acquisition. The FAR clause at paragraph (a) is considered checked and applicable to the acquisition. The following additional DFARS clauses cited in the clause under paragraph (b) are considered checked and applicable to the acquisition: (1) and (25)(ii). The Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Acceptance and Delivery time. Proposals should be submitted with your best price adherent to the specifications and technical capability of the Aircraft Sledge System. All items proposed shall contain complete descriptions and specifications. Submitted quotes that fail to meet the minimum information required under this provision may not be considered for award. Offerors may at the discretion of the Government, be asked to provide more information and clarification regarding their quote. Request for such information does not constitute discussions. Annotate "Quotation Expiration Date", "Best Delivery Date" and any "Discount Terms" Additionally all quotes shall include the following minimum information: Estimated delivery date, Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, GSA Contract No. (if applicable), Point of Contact, Phone, Fax, and Email. IAW FAR 52.212-3, Offeror Reps and Certs - An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. All Questions pertaining to this requirement are due by 12:00 pm EST May 10, 2011. All prospective offerors interested in submitting a quote must be registered with the Central Contractor Registration (CCR) @ https://www.ccr.dlis.dla.mil. Interested parties should submit their quotes, company's name, and mailing address, point of contact, phone number, and e-mail to Ana Cousins at ana.cousins@auab.afcent.af.mil. Quotations must be emailed to ana.cousins@auab.afcent.af.mil no later than 17 May 2011, 12:00 pm EST. Quotes received after this date will not be considered. The anticipated award date will be by 23 May 2011.
