- Justification and Approval for Other than Full and Open Competition The contractor will provide a follow-on effort to the LCA Program to continue development and scale-up of the Plasma Pressure Compaction (P²C®) ceramic consolidation technology and testing of ceramic-based body armor systems produced using this unconventional ceramic processing technique. MMI previously received a DARPA-funded contract through a competitive BAA for research and development related to their proprietary P²C® system. The intended new effort will require the contractor to continue follow on research of the highly specialized P²C® process and demonstrate a unique procedure for producing high-density, curved ceramic plates up to 7” x 8” in size.
