- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation's documented and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 15 April, 2011. This requirement is restricted to small businesses only. All future information about this acquisition including solicitation amendments will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The solicitation number is RFQ 11-411045 and shall be referenced on all quotes. The FBI intends to procure five (5) police in car video systems with the following requirements: Line 1: (Qty 5) Police in-car Video Systems All interested vendors must include hard wire installation of all equipment and or modifications into FBI vehicles as listed below: • Minimum of 5 inch screen monitor • GPS system • Color - dual camera system o Cameras shall have the capability to record front and rear facing of the vehicle. Rear facing cameras shall record the exterior of the vehicle, not the interior backseat. • Removable hard drive with a minimum of 40 GB • Internal hard drive with a minimum of 32 GB • Wireless transmitter and receiver (microphone)  Quote shall include separate line costs for: • user training for 9 officers • any shipping costs • hard wire installation of system into (5) vehicles o (3) 2007 Ford Crown Victoria o (2) 2007 Dodge Charger • minimum 3 year warranty, parts and labor Quotes shall include brochures, documents, and/or illustrations of the system. Shall be delivered FOB destination 30 days ARO to 2400 Schuster Dr., Cheverly, MD, 20781. Inspection and acceptance will take place at the aforementioned address. Installation, which will occur in Washington, DC, and delivery coordination will occur upon receipt of award. A firm fixed price contract will be made awarded to the responsive, responsible quoter whose quote conforms to this combined synopsis/solicitation and is the Best Value to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical acceptability (2) price and (3) past performance. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (JUNE 2008); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award shall be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, price, and past performance. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (APR 2011) - Please note: All offerors and prospective contractors must be registered on the online Representative and Certification Application (ORCA) website at http://orca.bpn.gov or must provide a completed copy of 52.212-3 along with their quote. ORCA registration is available through Business Partner Network (BPN) at www.bpn.gov. FAR Clause 52-212-4, Contract Terms and Conditions- Commercial Items (JUN 2010); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (APR 2011) - in paragraph (b) the following clauses apply; 52.204-10, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.223-18, 52.225-1, 52.225-13 52.232-34. In addition to the above, FAR clause 52.247-34 F.O.B. Destination (NOV 1991) is incorporated by reference. Clauses incorporated by reference may be accessed in full text at www.arnet.gov. The lessor/contractor will agree to insert terms that conform substantially to the language of this clause in all contracts/subcontracts. CCR Requirement - Company shall be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. All quotes from responsible sources will be considered. Please reference combined synopsis/solicitation number RFQ 411045. *********** Combined Synopsis/Solicitation Amendment #1 RFQ11--411045 *********** The purpose of this amendment is to respond to the question received prior to the cutoff date listed in the notice. QUESTION AND ANSWER Q1) Storage Space - How much audio and video in-car storage space is required? How many hours or Gigabyte space would you like to retain in the vehicle? A1) The RFQ called for a removable hard drive with a minimum of 40 GB and an internal hard drive with a minimum of 32 GB. Q2) Cameras - How wide of an angle would you like on the front camera? We have the capability of using four cameras, how many would you need? I.e. in car, back seat camera, rear facing camera, license plate recognition cameras. A2) The RFQ calls for a wide angle front and rear facing camera - 2 cameras per vehicle; one front facing and the other rear facing. Q3) Communication or Connectivity Method: Our question revolves around the transfer of data from the car to a central storage location. The vehicle is not stationary, so being mobile, the data needs to be transferred via a wireless connection. What type of connectivity will be required? Our solution can be modified to provide wireless connectivity from the vehicle to the headquarters over multiple technologies: WiMAX/4G/3G/etc. Which one, or ones, are currently being used as well as projected to be used in the future? A3) Data will not be transferred via a wireless connection between the vehicle and headquarters; rather, a removable hard drive is required for this system. The only wireless requirement is the transmitter/receiver, i.e. microphone. Q4) Security of Data: Typically the data (video and audio) collected by the in-car camera system is needed to produce a conviction in a court of law. To provide the prosecutor as much evidence as possible, our solution collects, transfers and stores the data in a secured environment. We can provide 256 Hash encryption from camera to storage, creating a truly secure chain of custody.. Is there a FIPS level requirement for this solution? Where is the focus of security? (I.e. - storage, transmission from car to storage) A4) Hash encryption is not a requirement for this RFQ. Vendor shall acknowledge receipt of this amendment on each copy of the offer submitted
