Description
The U.S. Department of Homeland Security (DHS) is seeking qualified business sources in anticipation of a future requirement. DHS invites all interested businesses to submit a written response to this Request for Information (RFI). This Request for Information is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This is a request for information only. This RFI is issued solely for information and planning purposes and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission; other than acknowledgment of receipt, if a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to a contract for any supply or service. DHS is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. 1. Background: In the period after the tragic events of September 11, 2001 the requirement for a national information exchange and collaboration system became obvious. The Homeland Security Information Network (HSIN) evolved from a Department of Defense, state and local law enforcement program implemented in early 2003 for sharing information and intelligence. As the primary nation-wide information sharing and collaboration network, HSIN provides secure, encrypted information exchange over the Internet, is an umbrella for several specialized information exchange networks and services, and is a system of collaborative communication tools used in routine, daily functions for information sharing, collaboration, alerting and prevention in support of national critical infrastructure protection and threat mitigation as determined by HSPD 5 and 7. The objectives of this effort are to provide overall program management, development oversight, technical direction, and program support for the HSIN. The success of HSIN depends on the coordination and cooperation of multiple agencies and personnel at the Federal, state, and local levels, as well as the private sector. This effort shall support the need to ensure continued successful operation and expansion of the HSIN. 2. Purpose of this Request for Information: This RFI is being published to identify potential sources capable of providing a program management support to the Department of Homeland Security (DHS) Office of Applied Technology. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541611, Administrative Management and General Management Consulting Services. The size standard for NAICS 541611 is $7.0M. Comments on this NAICS Code and suggestions for alternatives must include supporting rationale. No decision has yet been made regarding the small business strategy for this acquisition. Your response should identify your business size (large or small) in relation to this NAICS code. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size) and business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business). Small businesses are advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. 3. Capability Statement Submission Instructions: Interested parties should submit a tailored capability statement for this requirement not to exceed five (5) pages (including any attachments) that clearly details the firm's ability to perform the aspects of the requirement described below. Specifically, the Government requests that capability statements demonstrate the following capabilities: The Contractor shall support the Homeland Security Information Sharing Network Program Office (PMO) in fulfilling its mission of implementing best practices to improve the lifecycle acquisition processes and in assisting the PMO to apply policy and regulations. Specifically, support for HSIN PMO is divided into four main support areas: PMO Support The Contractor shall track all work activities under the contract as well as provide management oversight of all contract activities to ensure the quality of work effort and deliverables and their traceability to all program requirements, and to identify and remedy potential technical, cost and schedule risks and issues. Contractor services may include preparation and implementation of templates, models, guides and workshop facilitation; development and maintenance of databases and executive reporting systems; development and implementation of program documents, plans and performance measures; providing program management service, advice, assessments, and tracking; the financial management process such as audit and invoice support; provide preliminary contract negotiation preparation support, excluding participation in negotiations or evaluations. The Contractor shall support the program office in the maintenance of an Enterprise Lifecycle Methodology (ELCM) that guides the execution of activities related to planning, delivery, operation and evaluation of mission capabilities and program office functions. The Contractor shall support varying types of training and information sessions. The Contractor shall determine appropriate training and may support the training effort. The Contractor shall propose the process to develop training and performance support for the Program. The Contractor shall support the development and documentation of Program acquisition planning and reporting documentation. Program Operations Support The Contractor will conduct enterprise business architecture analysis in support of the full mission life cycle. The contractor shall provide assistance to in the areas of standard operating procedure (SOP) development, documentation, knowledge management, and testing and simulation. Requirements Management Support The Contractor shall support the identification, analysis, and documentation of the business requirements, technical specifications, and policy requirements associated with a "to be" business architecture. The Contractor shall support the PMO's adoption of the Agile software redevelopment methodology (i.e. user stories, backlogs, etc.). The Contractor shall define a HSIN Requirements Management methodology and process including roles, responsibilities, authorities, and procedures necessary to support enterprise business integration and achievement of "To Be" architectures. The Contractor shall implement the requirements management process, identify and implement an automated means for tracking and manage the HSIN enterprise requirements baseline and maintaining the baseline. Test and Evaluation Support The Contractor shall develop a Test and Evaluation Master Plan (TEMP) for the integration of systems and processes in the "To Be" business and solution architectures. The Contractor shall participate in the test planning, observation, and results review for solutions delivery services and/or technical integration during the transition to the interim and final "To Be" architectures. This solicitation requires persons to work at various Washington, DC locations and other DHS locations as directed. SECRET personnel clearances are required. Interim SECRET clearances are acceptable. A small number of key positions will require TOP SECRET personnel clearances, some with Sensitive Compartmented Information (SCI) access, may be required and TOP SECRET facility clearance may be required. "Interim top secret" clearances would not be acceptable. Interested parties are requested to submit a statement of capability outlining past work that is related to this requirement as stated above. The statement of capability shall include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Business size for NAICS Codes 541611 and status. 3. DUNS number. 4. Company's current facility clearance and date of expiration. Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include: 1. Request for Information number and "Capability Statement" in the subject line. If the submission includes more than one electronic email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line. 2. The capability statement attachment. All capability statements sent in response to the Request for Information must be submitted electronically (via e-mail) to: Marcelle Loveday, Contract Specialist, at the following email address, Marcelle.Loveday@hq.dhs.gov, no later than 2:00 pm EST, on May 13, 2011. Capability statement receipt time will be determined by the recorded time of receipt in the Contract Specialist's email box. In the event submissions include multiple electronic files, all files must be received in the electronic mail box by the due date specified above to be considered timely.
