Description The National Cancer Institute (NCI), Office of the Director (OD), plans to procure services in support of the NCI Community Cancer Centers Program (NCCCP). The North American Industry Classification System code is 541990 and the business size standard is $7.0M. Only one award will be made as a result of this pre-solicitation. This solicitation is a total small business set-aside. Period of performance shall be for twelve months from date of award with one twelve month option period. The National Cancer Institute (NCI) is studying ways to accelerate the delivery of cancer care and research in community-based locations through the development of an NCI Community Cancer Centers Program (NCCCP), that shall enable the provision of state-of-the-art, multi-specialty care and early phase clinical trials. The program shall improve the reach to 80-85% of cancer patients across the country who do not have access to NCI-designated Cancer Centers. The focus shall be on creating sustainable programs to improve outcomes for: • prevention, screening, and treatment • increased participation in clinical trials (provide access to the earliest phase of translational research) • a reduction in healthcare disparities • increased participation in biospecimen initiatives to further translational research opportunities, and • advancement of NCI/HHS initiatives for Health Information Technology. The contractor shall provide support to convert concepts into functional tasks for the NCCCP sites, as well as for NCI program staff and SAIC-F program staff who shall be facilitating implementation at the sites. Recommendations and guidance on the changing healthcare delivery system, insurance payment systems, and effective implementation strategies shall be provided to convert concepts into successful programs. Participation in evaluation components and communication strategies shall also be provided. CONTRACTOR QUALIFICATIONS: • Health Administration background. • Leadership experience such as executive level operations and healthcare board of directors' experience in the operations and management of health systems, networks and partnerships, including processes to develop new partnerships and organizational structures. • Experience in coordinating and integrating multi-organizational health systems, as demonstrated by management experience for the initial formation and ongoing operation of health systems and joint ventures between hospitals, and hospitals and physicians which reflect an understanding of different organizational models and network structures. • Experience with community-based health care facilities, as demonstrated by executive level operations experience in different market and state settings; clinical product line development experience including cancer; physician relations experience including oncology specialties; responsibility for programs to address healthcare disparities, the development of IT strategies and investment plans for healthcare organizations; and experience with pathology and surgical services. • Expertise through executive leadership positions and board of directors' experience in overseeing complex healthcare systems with large budgets and staff, and management experience with community cancer center programs. Line responsibility and specific operations experience to include Profit and Loss, cost accounting, and payer reimbursement experience with a continuum of care (hospitals, outpatient programs/clinics, hospice) and budgets of at least $400 million and oversight of at least 3,000 employees. • Demonstrated skills relating to quality improvement and results-based performance metrics in health care delivery, as demonstrated by responsibility for Quality of Care programs, experience with metrics and dashboard development for monitoring organizational performance, experience establishing a quality of care consortium across multiple organizations with an electronic database, utilization of evidence based practices and comparisons against quality benchmarks, and Joint Commission accreditation experience. • Experience in strategic planning, compliance and advocacy relations are required to develop this plan, such as the development and implementation of strategic plans.
