Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Bell Boeing, 401 Tiltrotor Dr Plant A, Amarillo, TX 79111-1200, for engineering support services for the maintenance support of the Prop-Rotor Gearbox Test Stand (PRGBTS), the Tilt-Axis Gearbox Test Stand (TAGBTS) and the Mid-Wing Gearbox Test Stand (MWGBTS) used by the V-22 aircraft. The Government intends to procure the above service under the authority of 10 USC 2304 (c) (1), FAR 6.302-1,Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Bell Boeing is the Original Equipment Manufacturer (OEM) for the PRGBTS, the TAGBTS and the MWGBTS. As the OEM of the Gearbox Test Stands and the V-22 aircraft, Bell Boeing is the only source with the necessary technical knowledge and experience of the Gearbox Test Stands, Gearbox components and V-22 aircraft, to be able to support any maintenance or repair issues that may arise. The contractor maintenance engineering services are needed to be able to support any maintenance or repairs that arise on an as needed basis. If the Test Stands cannot be repaired, it will pose a serious impact to the fleet as they will run out of functional Gearboxes. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
