The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau of International Narcotics & Law Enforcement Affairs Office of Afghanistan and Pakistan INL/AP I. STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Bureau for International Narcotics and Law Enforcement Affairs (INL) is charged with foreign policy development relating to international crime, drug trafficking, corruption, criminal justice reform, post-conflict/civilian policing, and related issues. In Afghanistan and throughout South-Central Asia, INL supports effective counternarcotics programs as well as training, technical, and materiel support to police, prosecutors, judges, and corrections officials. INL has a wide array of partners in this effort, including the United States (US) Military, the militaries of the forty-nine countries making up International Security Assistance Force (ISAF) in Afghanistan, Afghanistan's Ministry of Counter Narcotics (MCN) and Interior (MOI), other US agencies, non-governmental organizations, international organizations, and commercial providers. Purpose The Advisor will serve as a subject-matter expert in the field of CN policy and programs, particularly as they relate to Afghanistan. The Advisor will develop and manage a major INL program to support MCN, the latter in close coordination with the INL office in Kabul. In addition, the Advisor will play a central role in guiding and strengthening INL Afghanistan and Pakistan office's (INL/AP) relationship with the Department of Defense (DOD) and agencies of the Intelligence Community on both policy and operational matters relating to Afghanistan. The Advisor may perform TDY work in Afghanistan on an as-needed basis. Essential Duties and Responsibilities a. Serve as the Senior CN and CM Advisor for Afghanistan within INL/AP in Washington, D.C. b. Provide high-level strategic and operational advice within INL on wide-ranging policy and technical matters relative to US government (USG) counternarcotics efforts in Afghanistan to INL/AP, the INL Front Office, and other Department of State (DOS) principals. c. Liaise and coordinate with key working- and executive-level personnel within the DOS, DOD, and relevant agencies of the Intelligence Community including the Crime and Narcotics Center and the Defense Intelligence Agency's Counter Narcotics Trafficking Office (DIA/CNT), as well as military and intelligence field personnel focused on Afghan CN matters, with a view toward establishing strong working relationships and developing common solutions to joint problems. d. Coordinate procurement activities associated with the MCN capacity-building program, planned as a $25M-per-year program, and work with the contractor(s) to maintain appropriate oversight. e. Provide policy analysis and program guidance to INL/AP, Embassy Kabul, and other USG entities on effective mechanisms for, progress in, and impediments to, pursuing the National Drug Control Strategy for Afghanistan. f. Work in partnership with implementers and donors in the international community to support capacity-building efforts within the MCN, including North Atlantic Treaty Organization (NATO), ISAF, United States Forces (USFOR) - Afghanistan, and the Afghan Drugs, and Justice Unit within the British Government. g. Ensure that relevant executive branch agencies and stakeholders in Congress are kept apprised of developments in the MCN. Minimum Qualifications 1. Citizenship: must be a U.S. citizen, an able to obtain/maintain a DOS Top Secret security clearance with Sensitive Compartmented Information access TS/SCI. 2. Education: possess a B.A. degree from an accredited institution. 3. Foreign Language: Foreign language proficiency not required but experience in working effectively with an interpreter is desirable. 4. Computer Skills: Proficient in Microsoft Office Suite. 5. Work Experience: Must have at least ten, plus years of professional-level work experience in the field of counterdrug policy matters with the U.S. interagency. Specialized Experience 1. Must have a minimum of one year of work experience serving on a multidisciplinary counternarcotics task force or engaging in capacity building efforts in a post-conflict stabilization environment, e.g., a Provincial Reconstruction Team (PRT). Experience in both is preferred. 2. Must have at least five years of professional experience relating to Afghanistan and at least one year of counternarcotics field experience in Afghanistan. 3. Must have at least one year of experience working directly with field intelligence elements of the United States military and Intelligence Community. Management Experience: Must have executive-level Senior Executive Service (SES) or Presidential Appointee/Senate Confirmation (PAS) government experience in managing counternarcotics policy, with experience directly managing a team of at least 25 individuals, including subordinates at the SES and GS-15 level and multiple military detailees at the O-6 level. Successful supervisory and leadership experience in a multicultural environment is required. A demonstrated ability to make sound decisions in a timely manner is vital. Must demonstrate initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective. Leadership Experience: Must have a proven ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization. Must have a proven ability to represent effectively through personal contacts with the foreign governments, as well as with counterparts within the USG. Knowledge: Must demonstrate the application of knowledge of USG CN policy both domestically and abroad in a senior-level position. Communication: Must have proven ability to communicate effectively, both orally and in writing and superior interpersonal skills. Position Elements 1. Supervision Received: The Advisor will receive guidance and tasking from the INL/AP Office Director, Deputy Director, and CN Team Lead. The Advisor will also receive direction concerning overall program priorities and objectives from Embassy Kabul. 2. Supervision Exercised: The Advisor will oversee implementation of the MCN Capacity Building Effort in Afghanistan. 3. Guidelines: The Advisor will be guided by the INL Program and Policy Guide. 4. Complexity: The work involves planning, organizing, and managing day-to-day administration and oversight of a large number of organizational initiatives. The ability to manage large quantities of ever-evolving data and rapid changes effectively in operating environment is essential. 5. Scope and Effectiveness: The Advisor performs a broad range of tasks related to maintaining strong interagency relationships as well as a complex foreign assistance program in the Government of the Islamic Republic of Afghanistan. 6. Personal Contacts: The Advisor will work closely with the INL staff at Post and personnel with responsibility for Afghanistan CN matters within the DOS, DOD, and relevant agencies of the Intelligence Community including the Crime and Narcotics Center and the DIA/CNT, as well as military and intelligence field personnel focused on Afghan CN matters. 7. Travel: Advisor may travel to Afghanistan on a periodic, TDY basis as needed. Physical Demands and Work Environments • The nature of the work in Washington, D.C. is primarily sedentary. • While on TDY, the Advisor may be based in Kabul, Afghanistan, either at Embassy Kabul or at other compounds under Chief of Mission control. • Advisor may perform some TDY travel within the region, which may involve flying in helicopters or travelling via ground convoy. Level of Effort • The level of effort required over the period of this one-year contract is 100%. • The position is full-time, with a minimum of 40 hours per week and is located in Washington, DC at SA-4 Navy Hill. Overtime will not be authorized for this position. Evaluation Criteria Factor 1 Experience: Experience in working within the USG CN interagency process at senior levels and direct experience in working with the U.S. military. Experience with assessing programs and assisting in developing and implementing plans for improving U.S. capacities to manage CN programs. (35%) Factor 2 Knowledge: Knowledge of all phases of USG CN programs and policies for Afghanistan, including the field, institutional, line, and management operations, organizational development, planning, and training. (35%) Factor 3 Communication: Ability to communicate effectively, both orally and in writing. (10%) Factor 4 Leadership and Interpersonal Skills: Ability to liaise with members of relevant USG agencies, foreign representatives, and the international community in developing and coordinating rule of law programs. (10%) Factor 5 Past Performance: Offeror's previous experience and quality of past performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (10%) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
