Description
NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award three (3)single-source contacts to Sprint Wireless, Verizon Wireless, and AT&T Wireless, to provide wireless cellular communication devices and services in support of the National Wireless Program for the FAA and Department of Transportation (DOT). This procurement to Verizon Wireless is considered to be single-source to the major carrier based on the requirement for cellular communications and uninterrupted services within all 50 states, Washington, DC, metropolitan areas with a population of 100,000 or more, Continental United States (CONUS), Outside the Continental United States (OCONUS), as well as international coverage for FAA/DOT employees stationed abroad and those who travel from their home duty-station to other locations in performance of duties for the FAA/DOT. Each of the three (3) major carriers provide stronger cellular services in some areas that the other major carriers do not provide. The effectiveness of FAA/DOT employees to complete job depends upon their ability to communicated and be reached at any given point in time and location. Utilizing a single carrier for all communication requirements would result in possible lost service in those areas where a single carrier does not provide the best services, including coverage and signal strength, resulting in the potential for communication failures at critical times in various locations. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures.
