A single award acquisition will be made. The awardee must be SDVOSB at the time of award. The Contractor shall furnish all supervision, labor, materials, equipment, tools, apparatus, testing, and transportation necessary to Maintain/Renovate HRC building 9. The work involves, but is not limited to removing existing carpet, tile, wallpaper, and glue and providing new commercial grade finishes. The renovation work involves, but is not limited to demolishing existing load bearing walls, building new office spaces, entry point, receptionist area, and break rooms, and relocating electrical, HVAC, communication lines, sprinkler system, doors, windows, and lights. The project site is located at 3401 SW 21st Street, Building 9, Topeka KS 66604. The magnitude of this project is between $5,000,000 and $10,000,000. Total contract performance period is 37 months from the date of receipt of the notice to proceed. The resultant award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $33.5 million average annual receipts over the past three years. Disk copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 24 May 2011. Once the solicitation is posted, it is incumbent upon the interested parties to review this web site frequently for any updates/amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 8 July 2011 and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at http://www.ccr.gov. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must register with the Online Representations and Certifications Application (ORCA) or risk having their proposals declared non-responsive. ORCA replaces most paper-based certifications and representations previously found in Section K of contractor proposals. Prospective contractors must complete electronic annual representations and certifications at http://orca.bpn.gov. Contractors shall be certified with Vetbiz in order to receive award. Site visit information will be provided in the bid package; prime contractors, subcontractors and/or suppliers may attend the site visit. All responsible sources may submit a proposal which shall be considered by Veteran Affairs HRC. The dates cited above are estimates, not actual. Background History: This is a construction contract for the renovation and addition for Health Resource Center (HRC) which is located in Bldg. 9, on the campus of the Colmery-O'Neil VA Medical Center, 2200 SW Gage Blvd, Topeka, KS 66622. Colmery-O'Neil VAMC is part of the Eastern Kansas Healthcare System (EKHCS). Building 9 was originally designed in the mid-1950's as a three-story, acute care hospital providing approximately 65,000 square feet of hospital room space for veterans in semi-private and dormitory configured rooms. The floor plan configuration is generally symmetrical about the centerline of the building with a center "+" and wings configured like extended "t's." HRC was partially renovated in early 2000. This renovation was completed in order to provide space to support some of the current call center functions. This project will provide more usable space for the function of the HRC by remodeling the existing space of approximately 65,000 square feet within the building and by adding additional exterior support space of approximately 2,000 square feet to the building. All work will be as described in the project drawings and in the specifications documents for this project as part of this solicitation. This project will encompass all floors of Bldg. 9 Ground, 1st, 2nd and penthouse. This project will be phased according the drawings and specifications. Construction barriers will be erected as shown on the drawings to separate the construction area from the HRC staff during different phases of this project. Specifications: Mandatory Tasks and Deliverables. The contractor shall provide the specific deliverables described in the specifications and drawings within the performance period/construction schedule. This is a summary of the project, which is detailed in the drawings and specification documents provided with this solicitation: a. Demolition work to include walls, ceilings, floors, asbestos abatement, mechanical and electrical work, removing an existing elevator and shaft, and other demolition work as noted on the drawings and specifications. b.New interior work for this project will include new walls, ceilings, floors, mechanical systems, electrical systems, storefronts, millwork/casework, doors, door hardware, door frames, windows, glass and glazing, window covering, new elevator shaft and elevator, and renovation of an existing elevator c.New interior finishes will be provided as part of this project according the finish schedule as shown on the drawings and specifications. d.In addition to the addition to Bldg. 9, there will also be a new building that will house the emergency generator and new electrical equipment for Bldg. 9 e.The existing generator that serves Bldg. 9 now will be relocated to serve the chiller for Bldg. 9 f.The new electrical equipment located within the new generator building will be a generator that will supply 100% emergency power to Bldg. 9, a transfer switch, and electrical switchboard that will feed the existing switchboards in Bldg. 9. Also in this building will be lighting, wiring devices, electric heaters, panel board, and accessories need for the operation of the emergency generator. g.A new medium voltage (12,470V) duct bank system will be provided as part of this project. The medium voltage cables will be spliced in an existing manhole and will terminate at a new pad mount transformer that will provide power to the switchgear in the new generator building. h.In Bldg. 9, new distribution panel boards, new branch circuits, conduits, wiring, wire mold, and new wiring devices will also be provided as part of this project. i.New light fixtures, lighting circuits, conduit, and wiring will be provided according the fixture schedule noted on the drawings and specifications. j.New data lines, equipment, cable trays, conduits, and wire mold will be provided as shown on the drawings and specifications as part of this project. All new data cabling will be CAT 6 wire. The will be some fiber optic cables as shown on the drawings which are included on this project. k.Uninterruptable Power Supplies (UPS's) will be furnished as part of the project. l.The existing access control system will be modified to match the new building design. m.A sound masking system will be modified according to the drawings and specifications. n.Two new Air Handling Units (AHU) to include duct work, steam coils, chilled water coils, valves and actuators, louvers, VAV boxes, reheat piping to the VAV boxes, reheat systems with convertors and pumps, controls for all HVAC systems are part of this project. There will be new exhaust fans installed on the roof to exhaust required area. Some existing VAV boxes, reheat piping and duct work will be modified to match the new design requirements. Two existing AHU's, fan coil units, ductwork, and piping will be removed. The existing variable frequency drives (VFD's) on the existing AHU's will be replaced. o.New restrooms and restroom fixtures will be installed with new water, waste and vent piping. Some renovation of existing restrooms is included on this project p.The sprinkler system will be installed according to the drawings and specifications q.The fire alarm system will be installed according to the drawings and specification r.New sidewalks, ramps, railings, and fences are shown on the drawings.
