Description
NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award three (3)single-source contacts to Sprint Wireless, Verizon Wireless, and AT&T Wireless, to provide wireless cellular communication devices and services in support of the National Wireless Program for the FAA and Department of Transportation (DOT). This procurement to AT&T Wireless is considered to be single-source to the major carrier based on the requirement for cellular communications and uninterrupted services within all 50 states, Washington, DC, metropolitan areas with a population of 100,000 or more, Continental United States (CONUS), Outside the Continental United States (OCONUS), as well as international coverage for FAA/DOT employees stationed abroad and those who travel from their home duty-station to other locations in performance of duties for the FAA/DOT. Each of the three (3) major carriers provide stronger cellular services in some areas that the other major carriers do not provide. The effectiveness of FAA/DOT employees to complete job depends upon their ability to communicated and be reached at any given point in time and location. Utilizing a single carrier for all communication requirements would result in possible lost service in those areas where a single carrier does not provide the best services, including coverage and signal strength, resulting in the potential for communication failures at critical times in various locations. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures.
