- THIS IS A SOURCES SOUGHT SYNOPSIS, NOT A REQUEST FOR PROPOSAL. The U.S. Environmental Protection Agency (EPA) is seeking small business (SB?S) for a requirement to support the EPA in the development and performance of a comprehensive Quality Assurance (QA) auditing program for the EPA environmental exposure systems (EES) used to measure the effects of air pollutants on humans. The contractor shall review the present EA audit test procedures and, as needed, design new audit test procedures. After the Contracting Officer?s Representatives approve the audit procedures, the contractor shall carry out all audits as described in the procedures. The (EES) are located within the EPA Human Studies Facility on the campus of the University of North Carolina at Chapel Hill, North Carolina at 104 Mason Farm Road. There are presently twelve (12) environmental exposure systems and eight (8) in vitro chambers where human test subjects or biological samples can be exposed to controlled ambient levels of air pollutants to measure any associated health related effect, and three (3) rooms for training human subjects in exposure procedures, and a particulate matter (PM) filter weighing room. The Quality Assurance Auditing Program will be used by the Government to perform independent performance audits of the EES. The purpose of this notice is to advertise this requirement to seek all qualified small business firms under NAICS code 541380 capable of the development and performance of a comprehensive Quality Assurance (QA) auditing program onsite at the EPA Human Studies Facility. The anticipated period of performance for this requirement is 5 years (i.e. One twelve (12) month Base year and four (4) 12 month option periods). The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFP) is available. All Interested parties who can meet the above requirements may submit written qualification statements, fully explaining thei r capability no later than 15 days after the date of this publication.
