Description
The proposed contract action is for commercial item, which the Fleet and Industrial Supply Center, Naval Air Station Jacksonville intends to solicit this requirement on a sole source basis to Marietta X-Ray Incorporated under the authority of Far 13.106-1 (b). This is a combined solicitation/synopsis for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N68836-11-T-0186 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 334517 and the business size standard is 500. All interested bidders shall submit quotations electronically by email to Michael.e.jolley@navy.mil or by facsimile at 904-542-1111, attention Michael Jolley. Statement of Work Maintenance Service Contract Real-Time X-Ray System Scope: Perform scheduled and emergency maintenance on Real-time X-ray System located at the Fleet Readiness Center Southeast (FRCSE), Naval Air Station, Jacksonville, Florida 32212-0016, Bldg 101. The Real-time X-ray Plant Account Number is 65886-056100. Levels of Service: 1.Scheduled Maintenance “ Perform standard OEM recommended preventative/scheduled maintenance, calibration and system inspection four times per year (every quarter). This will be at a firm fixed price. 2.Emergency Maintenance “ Perform emergency maintenance as required with a response time as shown below. The government will pay for services according to the vendors published price schedule. Parts will be ordered by the OEM Service Technician or listed FRCSE POC ™s. This portion of the contract is funded as Not To Exceed (NTE). Repairs can ™t exceed this amount without prior modification of the contract. 3.Response Time “ Maintenance personnel will be onsite within 2 business days from initiation of service call. Performance period: 1 July 2011 “ 30 June 2012 (Base) 1 July 2012 “ 30 June 2013 (Option #1) 1 July 2013 “ 30 June 2014 (Option #2) 1 July 2014 “ 30 June 2015 (Option #3) Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at the vendor ™s own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy Installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract.
