Description
LISC Draft CDRLs LISC Draft PWS -Version 7.6.6.2 LISC RFI #4 Instructions Launch & Test Range System (LTRS) Integrated Support Contract (LISC) Request For Information (RFI) #4 - Draft Performance Work Statement (PWS) Release (version 7.6.6.2) I. Description / Purpose: In an effort to both communicate the Government's purpose and intent for the Launch & Test Range System (LTRS) Integrated Support Contract (LISC) and obtain industry feedback, SMC has posted the latest draft LISC Performance Work Statement (PWS) for industry awareness and review. Specifically, SMC requests that industry provide the following information NLT 4:00pm PDT 25 May, 2011: 1. List significant potential cost drivers. 2. Identify potential Organizational Conflicts of Interest (OCI) issues related to implementing the PWS. 3. Identify any PWS areas that may have issues with respect to the LISC contractor's handling of proprietary information (e.g., from the range customer/user perspective i.e., Universal Documentation System (UDS), telemetry/performance data, etc.) and identify methods to resolve/mitigate these proprietary information issues. 4. Identify sections of the draft PWS that have conflicting tasking, guidance, or information. 5. Identify any other areas of concern. Respondents must be aware that the LISC contractor will not have change authority of the LTRS baseline; only the Government has the authority to approve system/asset modifications via a formal configuration control board process. The following LISC schedule is included for planning purposes: - Draft RFP Release: 1 Jun 11 - Industry Day: 15 Jun 11 - Eastern & Western Range Site Visits: 11 - 29 Jul 11 - Final RFP Release: 4 Nov 11 II. NAICS Code/Small Business Consideration: The NAICS Code is 541330 with a Small Business size standard of $27 million. Responses from small business and small disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, HUBZone, historically black colleges, and minority institutions. The Small Business point of contact is Mr. Willard Strozier at (310) 653-1108. III. Declaration: This is not a formal solicitation. Please be advised this is a Request for Information only and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information. IV. Place of Performance: Multiple locations. V. Contracting Office Address: Department of the Air Force, Air Force Space Command, SMC/LRK - Space and Missile Systems Center, Bldg. 270, 2nd Floor, 483 North Aviation Blvd, El Segundo, CA, 90245 VI. White Paper Classification: Respondents shall provide a non-proprietary and unclassified response to this RFI. Any proprietary or classified response will be returned unread. VII. White Paper Format: Responses shall not exceed ten (10) pages. Page size shall be 8.5 x 11 in.; font size shall be 12 pt. The White Paper cover page will not count against the page limit. The Government will not accept company literature or marketing materials in response to this RFI. VIII. Response Due Date: 4:00pm PDT, 25 May, 2011. IX. Submission Instructions: Submit an electronic copy in either PDF format or Microsoft Word format to the Primary Point of Contact by the Response Due Date. Hard copy responses will not be accepted. X.
