- Engine Water Wash Industry Day Notification (Follow up to RFI FA8124-11-R-0010) This Industry Day Notification is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. Any resulting procurement action will be the subject of a separate, future announcement. The following information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. Description of services The Air Force requires engine turbine water wash services at 34 CONUS bases and 2 OCONUS bases (i.e., Eielson AFB, AK and Hickam AFB, HI. Initially, the Air Force will focus wash service on F108-100 (KC-135), F108-201 (T/RC-135), TF39 (C-5), and TF33-103 (B-52), TF33-5/9 (O/WC-135), TF33-100 (E-3B), TF33-102C (E-8) engines with expansion to other pylon-mounted engines (e.g. F134 (C-5). The annual wash rate is expected to be approximately 1,000 engines for all engines at the associated aircraft main operating base or the respective maintenance location (i.e., isochronal maintenance, phase inspections, and program depot maintenance (PDM)). An Engine Water Wash consists of a closed loop, on-wing engine water wash to adhere with environmental regulations at the aforementioned 36 USAF bases. Water solution used must not harm the engine, nor leave any substantial residue (e.g. de-ionized solution). The vendor will perform the wash at the CONUS USAF bases with minimal support from base resources (material and manpower). The wash system must be mobile to avoid aircraft movement and able to wash 4 engines within a 4 hour period. The wash is expected to reach the turbine area of the engine, demonstrate no adverse effects to an engine at start up speed, effectively clean the turbine area, leave no residual, and gather all residual debris from the wash. Government will provide access to the aircraft, prepare engine for wash and post wash requisites. USAF crews will open cowl doors, perform any aircraft mechanical preparation required for engine wash, motor engine for engine wash process, perform post-engine wash ground run, as required to dry engine, close cowl doors, and restore engine to operating condition per applicable aircraft procedures. The vendor will provide all manpower and equipment to accomplish an engine water wash. Industry Day Details Industry Day will be held at the General James E. Hill Conference Center on Tinker AFB, OK, 6 June 2011 from 0800 to 1100. "One-on-One" Contractor/Government sessions are offered from 1200 to 1600. During the main/morning session the government will provide briefing on the acquisition strategy, water wash concepts of operations, and expectations. Requests for attendance and for "one-on-one" scheduling must be sent to the water wash Contracting Officers Susan Cockrell or Alan Lee (See below contact information). Information Request The government desires to learn from industry about engine wash standards, practices, contractual structure/arrangements, and recommended approach. This information can be provided via official letter to this office or during a "one-on-one" side session between the Oklahoma City Air Logistics Center Propulsion Sustainment Division (OC-ALC/GKG). Notice This is not a solicitation but a request for information/interest. All responsible sources interested in providing services for this requirement are requested to provide a written summary of information concerning their technical certifications, capabilities, capacity, and experience. Additionally, background information will include current services or contracts, client portfolio with telephone numbers, and the company's 2010 annual report. Sources responding to this Industry Day must indicate, in writing, whether their business falls into one or more of these categories: large, small, disadvantaged, disabled, veteran-owned, or woman-owned business. This acquisition will fall under NAICS 336412 and its applicable size standard (1000 people). Responses would be limited to 25 pages or less. Any information and attendance request submitted by respondents to this Industry Day notification is strictly voluntary. This Industry Day notification does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government's ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI.
