- Intent to Award a Sole Source Purchase Order Technical Support and Data Analysis for RARE Project "Estimating soil and house dust ingestion through the blood lead: soil/dust lead relationship at the Bunker Hill Superfund Site in the Silver Valley, Idaho" The Environmental Protection Agency (EPA), under the Simplified Acquisition Procedures of FAR Part 13, intends to award a sole source purchase order to TerraGraphics Environmental Engineering, Inc. for the following requirement: The U.S. EPA?s National Center for Environmental Assessment (NCEA) in the Office of Research and Development seeks to obtain to support services for the Regional Applied Research Effort (RARE) Region 10 project to estimate soil and house dust ingestion through the blood lead:soil/dust lead relationship at the Bunker Hill Superfund Site (BHSS) in Silver Valley, Idaho. The tasks set forth in this statement of work requires a technical consulting firm in possession of archived soil and dust samples from the BHSS and with the capability of linking soil and dust samples to confidential children?s blood lead levels. The contractor will also need an exceptionally high level of expertise to conduct data analyses using the IEUBK model to obtain soil and dust ingestion rates from RBA data, and soil and dust lead concentrations, and blood lead levels. The responsible source identified for this project is TerraGraphics Environmental Engineering, Inc. (TerraGraphics). TerraGraphics is uniquely qualified as the primary contractor to the State of Idaho Department of Environmental Quality for providing technical oversight assistance on the BHSS for over 20 years. They currently retain archived soil and dust samples from the BHSS that can be linked to children?s blood lead levels through a confidential database that they established and currently manage in support of ongoing cleanup activities and an Institutional Control Program. They have an exceptionally high level of expertise in use of the IEUBK model for risk assessment and clean-up evaluation of the BHSS. Dr. Ian von Lindern is Chairman and Chief Executive Officer of TerraGraphics and has worked for the State of Idaho on various projects involving the Bunker Hill/Coeur d?Alene Basin Superfund Site for over thirty years as the lead Risk Assessor. In that capacity he had ex tensive experience and therefore uniquely qualified in applying exposure and biokinetic lead modeling in assessing human health risk, developing cleanup criteria and remedial design. He is currently the Senior Project Manager implementing the human health cleanup at the Idaho Superfund Site. Dr. von Lindern has served as a U.S. EPA Science Advisory Board (SAB) Member on five occasions. NO SOLICITATION OR REQUEST FOR QUOTATION (RFQ) IS AVAILABLE. Notwithstanding, any organization who believes it is capable of meeting EPA?s requirements as stated herein may contact the POC.
