Description
The purpose of this amendment is to notify interested parties that the Request for Proposals (RFP) is now available. To view the RFP and all related documents and notices, please go to the following website: http://www.epa.gov/oamhpod1/oppts_grp/1110235/index.htm Any updates to this procurement, including amendments to the RFP, questions and answers, and any other procuement-related documents will be available at the aforementioned website. It is the responsibility of interested parties to regularly monitor this website for all future updates to this procurement. The due date for receipt of proposals in Monday, June 6, 2011. The United States Environmental Protection Agency (EPA) has a requirement for a new mission support contract to provide laboratory assay and related scientific technical support for the EPA Office of Science Coordination and Policy (OSCP). Specifically, support is required in validating laboratory assays under the Endocrine Disruptor Screening Program (EDSP). This is NOT a solicitation. This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2--Synopses of Proposed Contract Actions. The proposed requirement mentioned herein will be solicited as a full and open competition. The successful offeror shall be prepared to provide scientific/technical support for EPA activities in furtherance of the Agency's primary mission--the protection of human health and the environment. The work to be performed under the Statement of Work (SOW) falls under the North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, with a Small Business Size Standard of $7 million. A draft SOW is posted on the following webpage: http://www.epa.gov/oamhpod1/oppts_grp/1110235/draftsow.pdf In order to be awarded a contract under this requirement, the contractor must be able to meet the requirements, as stated in the SOW under the provided NAICS code. Following this notice, and in response to the eventual publication of a solicitation, all responsible sources may submit a proposal which shall be considered by the Agency. The proposed acquisition is valued at approximately $25 million. The resultant contract is anticipated to be an indefinite-delivery, indefinite-quantity (IDIQ) time and materials contract, in accordance with the procedures set forth in Federal Acquisition Regulation (FAR) Part 15--Contracting by Negotiation. The Government also intends to include clauses in the contract which will allow for tasks to be ordered and issued on a fixed price basis, whenever deemed appropriate. These services are currently provided by the incumbents, Battelle Memorial Institute and Research Triangle Institute (RTI), under EPA multiple award IDIQ contracts EPW06025 and EPW06026, respectively. Additionally, Battelle Memorial Institute currently provides the technical support services of this requirement as a separate contract, numbered EPW06032, where work is ordered via work assignments. It is the Government's intent to award a multiple award, IDIQ contract in which all work will be ordered through the issuance of task orders, which will include technical support services. Notwithstanding the Government's option to exercise term extensions, the current contracts listed above are scheduled to expire 1 September 2011. The resultant contract is anticipated to have a 12-month base period and the possibility of four (4), 12-month option periods. The contractor shall provide all personnel, materials, and equipment necessary to perform the tasks as stated in the SOW.
