- Description
- NASA Ames Research Center (ARC) has a requirement to increase the IndefiniteDelivery Indefinite Quantity (IDIQ) maximum amount (Estimated Cost Plus Fixed Fee) ofsupplies or services that can be ordered against the Engineering, Design, and FabricationServices contract. A modification reflecting this increase will be issued for theremaining period of performance which ends August 19, 2011. There are two remaining oneyear options on the contract which, if exercised, will result in a completion dated ofAugust 19, 2013.NASA/ARC intends to increase the IDIQ maximum amount for the Engineering, Design, andFabrication Services contract, NNA08AF30B, which was awarded through as a sole sourceaward under the 8(a) Program to ASRC Research and Technology Solutions (ARTS) in Augustof 2008. The increase is due to additional contractor support required on various ARCprojects specifically the Lunar Dust and Environment Explorer (LADEE) and theCrawler-Transporter at Kennedy Space Center. NASA is using the authority of other thanfull and open competition, 10 U.S.C. 2304(c)(5). Justification is based on ARTSsuccessful performance under the current contract under the 8(a) Program. Additionally,ARTS has unique expertise with the current upgrades to Crawler-Transporter, and thetesting that is in progress. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon May 20, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All questions MUST bein writing and should be directed to Ms. Contreras-Rodriguez not later than 4:00 p.m.local time on May 18, 2011. An Ombudsman has been appointed. See NASA Specific Note 'B'.
