He gave a brief history of rock fall problems dating back to 1940's, 50-60 years ago. He stated that last October a rock came down through the Sign Shop. It happened at 5:00 a.m. on a Saturday in late October. He directed everyone's attention to the rock terrain to the south and east of the building; a specific ridge behind the building needs approximately 150 foot rock catchment. Look at the slope and rock type. He explained that we want a rock fence installed using a rockfall barrier system such as Geobrugg Barrier, using a computer modeling program similar to CRSP (see Scope of Work) to design the containment fence to the correct kijoule range, incorporating rock type, horizontal slope and vertical distance for fence installation. The fence shall be vinyl coated or powder coated a dark brown. The installation needs to have the protection of natural resources in mind, using minimum impact techniques in accordance with National Park Service Resource Management Guidelines. Question - Can we use cranes and a helicopter? Answer: No helicopter or large equipment (without prior authorization). Jim said we will have to remove vegetation and boulders for the fence line placement with minimal impact. Try to make it as invisible as possible. Question - Is the vinyl coating to include all of the fencing materials, posts and hardware. Answer: Yes, posts and fencing, all that is possible. Jim said he'd like to show everyone where the rock that fell into the building hit so they could get a feel for the situation we are under here. He took the group into the Sign Shop and we observed the hole from the falling rock. Question: How long after you receive the offers do you anticipate to make award? Answer: The CO replied approximately within 2 to 3 weeks. A question was asked: Do we send the proposal design with the offer? Will it be rated? The CO said yes, all proposals will be rated according to the criteria in the evaluation section of the solicitation (Section M.). A question was asked if there was only one software program that could be used. No, it is up to the Contractor to propose, must be comparable to the Geobrugg. Question raised could everyone attending could get a list of attendees? Yes, we will provide it in the modification of the solicitation. Jim said if you have any additional questions, Malinda Flatray, Contracting Officer, is the one to ask. It was asked if permission was granted to walk up the slope and look the project area over? Permission was granted. Questions and Answers: 1. How far up do you want the fence to go? The height, and horizontal and vertical slope will be determined using the Barrier system Geobrugg or similar with the computer modeling program similar to CRSP. You should design the system using the program. 2. Do you want a green fence? The fence shall be dark brown. 3. Can we use powder coat vinyl? Yes, if it is the same principle. The bottom line is: make it invisible as possible. 4. Will a right of way be issued? No 5. Could we use cranes and helicopters? No 6. Does the vinyl coating include all the fencing materials, posts, hardware, etc.? Yes, fencing materials, posts, hardware, everything that can be painted or powder coated; color brown. 7. How long after you receive the offers do you anticipate to make award? Within approximately 2 to 3 weeks. 8. Do we send the proposal design with the offer? Yes, all proposals will be rated according to the criteria in the evaluation section of the solicitation (Section M.). 9.
