- NIH Information Security Guidelines THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to WorldViz LLC, 27 West Anapamu Street, Suite 101-121, Santa Barbara, California 93101 to procure Vizard custom graphics and programming to create a virtual environment. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Office of Director, Social and Behavioral Research. NHGRI plans a research project that will begin building an evidence base on the benefits or pitfalls of introducing genetic information into weight-related primary care encounters. In particular interest in how this information will impact patients' health-related attitudes, beliefs and behavior, and patient perceptions of stigmatization. Furthermore, this project aims to determine whether a physician's patient-centered approach to the health care encounter will mitigate potential negative consequences or amplify potential positive consequences of genetic information provision. In order to achieve these aims, NHGRI will need to simulate an encounter between a doctor and a patient. We have chosen to do so using immersive virtual environment technology because it excels at simulation of complex environments while allowing manipulation of any facet of an environment including environmental characteristics and user representations and very exact measurement opportunities. In the virtual environment that is being procured, study participants will interact with a virtual reality doctor avatar in a clinic setting. There is no existing virtual environments developed that can meet our requirements for this research study. Currently, a virtual reality hardware and software system is already in place for this project. WorldViz created the existing virtual environment that will serve as a base for the new environment. The custom graphics and programming being purchased is compatible to run with Vizard Software platform products that were created by WorldViz. WorldViz has the knowledge of the product and the ability to make required modifications as needed by WorldViz licensed technicians. To use any other software or hardware from another source on this project would be detriment to the research study. The Contractor will adhere to NIH Information and Physical Access Security Language. (Please see attached Security Information) This is set-aside for a small business. Industry Classification (NAICS) Code is 541512, Computer Systems Design Services, with size standard of $25.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-51 (May 2, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for five (5) days by May 10, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
