- This is a Sources Sought notice for the Drug Enforcement Administration's (DEA) Southwest Laboratory in Vista, California which intends to acquire a Gas Chromatograph-Infrared Spectrometer (GC-IR) instrument to be used for the forensic analysis of controlled substances. The purpose of this Sources Sought notice is to gather information about the commercial availability of a GC-IR system which has the abilities as listed below in the 'Requirements' section. REQUIREMENTS: The GC-IR instrument must have the ability to collect infrared spectral data in the solid form as opposed to only collecting spectral data in the vapor form. The ability to collect spectral data in the solid form is necessary to differentiate the numerous regioisomers in the types of drugs the DEA encounters in the Southwest Laboratory. The DEA Southwest Laboratory will require the following supplies/or items to meet its needs: 1. One (1) Agilent 7890 Gas Chromatograph; 2. One (1) Data Station with Acquisition/Control Software; 3. One (1) Licensed Library Search Software; 4. One (1) Automated Liquid Sampler with Barcode Reader; 5. One (1) licensed Agilent Chemstation Software Package; and 6. One (1) set of Vacuum Pumps with Controllers. In addition to these software and hardware supplies, the sources must be able to provide the following services: 1. Delivery of all supplies to the Southwest Laboratory in Vista, California; 2. On-site unpacking and set up of the entire system at the Southwest Laboratory; 3. On-site installation to include System Suitability and Qualification; 4. Eight (8) hours of on-site basic operation training of the GC-IR system for two (2) or more DEA employees; and 5. A one (1) year warranty. The sources must also be able to provide technical support in response to telephone and email inquiries concerning the furnished hardware and software during core DEA operating hours. RESPONSES: Interested sources are asked to provide their responses in Times New Roman, 12 -point font. Responses must include the following information: 1. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS code; company business size (if small, indicate type); and GSA schedule number (if applicable). 2. A corporate capability statement which includes the availability of a GC-IR system that collects spectral data in the solid form, as well as a technical description of the capability to provide the above-mentioned software requirements for single user personal computers, and network server users, including documentation, maintenance and all other support services required by the government for the installation, implementation, and support of all items related to GC-IR system. 3. A representative sample of an award given to your company to provide the requirements as described in this notice within the past three (3) years. For each awarded listed, include: the type of contract (i.e. Blanket Purchase Agreement, Purchase Order, Task/or Delivery Order, etc), total estimated value, period of performance (e.g., base and number of option periods), customer (i.e. government agency or corporate entity) and respective point of contact (e.g., point of contact's name, phone number, and email address). 4. A Rough Order of Magnitude (ROM) pricing for: the GC-IR system, the corresponding software, unpacking and set up of the entire system, installation to include System Suitability and Qualification, as well as on-site training of two or more DEA employees. SUBMISSION: All responses to this notice shall be submitted in writing to Duane Smith, Contract Support Specialist, at duane.l.smith@usdoj.gov no later than 9:00 AM EST on May 9, 2011. *Please note that the information provided in this Sources Sought notice is to be used for acquisition planning purposes to determine the available sources for the supplies and services described herein. This is not a solicitation and proposals are not being requested at this time. This notice is not to be construed as a commitment by the Government to issue a solicitation or award. Responses will not be considered proposals. The DEA will not be responsible for any costs incurred by interested sources responding to this Sources Sought notice.
