Description
SOURCES SOUGHT: BUSINESSES TO PROVIDE DESIGN, FABRICATION, INSTALLATION, AND TRAINING OF HOT ISOSTATIC PRESS(ES) IN SUPPORT OF THE IDAHO CLEANUP PROJECT'S CALCINE DISPOSITION PROJECT (CDP). CH2M-WG Idaho, LLC (CWI), is a FAR Based Contractor under contract with the Department of Energy (DOE) to perform cleanup at the Idaho National Laboratory (INL) Site near Idaho Falls, Idaho. CWI is seeking qualified businesses that have thorough knowledge, experience, and resources to design, manufacture, install Hot Isostatic Presses (HIP machines), and train for operations. This is a sources sought announcement designed to identify and qualify potential sources interested in this project. This announcement is not a solicitation. Companies who submit a qualified response will be maintained on a list as sources for a possible future solicitation. It is anticipated that a request for proposal will be issued approximately July 2011. The work scope for a possible future solicitation might include one or more of the following over several years: •· CDP HIP machine Design Integration Support •· Design of a HIP machine with the following features: •o approximately 70 inch dia by 50 inch high hot zone •o approximately 13 ft by 26 ft by 30 ft high shielded radioactive hot cell •o 30,000 psi allowable pressure and 2000 ºF operating temperature •o special design features for remote operations and maintenance in shielded radioactive hot cell •o removable furnace which serves as HIP can transport to and from the HIP vessel •· Design and specifications for all utilities supporting the HIP machine •· Provide measured data for comparison with CWI analytic models of HIP treatment process •· Fabrication and installation of up to four (4) HIP machines and all support equipment •· Operations training •· ASME qualified or ability to secure ASME qualification Respondents' pre-qualification submittal packages shall include the following : •1) PROJECT EXPERIENCE: a) List at least two similar projects that respondent has performed during the last five years. The listed projects must be similar in scope and involve work of similar complexity as the work covered by this notice. b) For each project listed provide i) company name, contact name, title, email and telephone number, ii) dollar value, iii) description of the scope performed, and iv) contract type and dates of performance. The client point of contact must be willing to address questions. •2) DESIGN EXPERTISE: Provide resumes of key design personnel who have provided designs for the referenced projects. Describe reasons the respondent's HIP machine features are best suited for CDP's needs in regards to operating efficiency, maintainability, and safety features. •3) MANUFACTURING CAPABILITY and INSTALLATION EXPERTISE; Provide a description of the type of equipment that the respondent currently has in its facility that would be used to manufacture the HIP machine components. Provide resumes of key design personnel who have installed HIP machines for large projects and who will be designated to install the HIP machines for the calcine project. •4) QUALITY PROGRAM: Provide a copy of the table of contents of the respondent's Quality Assurance Program (QAP). The respondent must have an established quality assurance program, NQA-1-2008 or equivalent. Submittal packages must be limited to 100 pages. For the sake of consistency, structure your submittal to match the order of the 4 submittal requirements as listed above and use standard 3 ring binders. Telephone calls will not be accepted. As solely determined by CWI, the omission or failure to correctly and satisfactorily respond to any pre-qualification criterion as required above may result in the respondent's elimination from further consideration. Interested Subcontractors shall submit four (4) hard copy submittal packages to: Jon Judy, CH2M-WG Idaho, LLC, Idaho Cleanup Project, P.O. Box 1625, Idaho Falls, ID 83415-2503.
