Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7505, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 MAR 2011. NAICS code 238990 applies. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS ZEUS for the following services: The requested period of performance for the below service is 23 MAY 2011 - 27 MAY 2011. A. STATEMENT OF WORK Contractor to troubleshoot & repair load system on USNS Zeus fwd and aft Allied Marine Cranes and to provide & install new cable reels (boom beacon light and the anti-two-block system for both cranes). Forward crane model TB60-84 equipped with Wylie weigh load WW 230 system. Aft crane model TB100-110 equipped with Wiley 1250 load moment indicator. GENERAL REQUIREMENTS 1. Prior to starting the requirements of this work item, the crane shall be placed in a suitable working position, clear of interferences. 2. Inspect both LMI systems and provide a typewritten report to MSCREP. 3. Remove all interference items necessary to accomplish the requirements of the work item. Mark, protect and properly store all interference items removed. Reinstall interference items and prove them operational to the satisfaction of the MSCREP when the requirements of this work item are complete. 4. Renew all cable reels with CFE. 5. Troubleshoot both cranes load system, run a no load-load test to verify all the safeties and calibrate LMI to the satisfaction of MSCREP 6. Provide a typewritten completion report outlining all the parts renewed, test results and recommendations for the future. B. ACCEPTANCE OF WORK: Chief Engineer and/or Port Engineer to accept completion of work. C. AVAILABILITY Start: -- May 23, 2011 Complete: -- May 27, 2011 D. MSFSC INVOICE INSTRUCTIONS FOR SHIPPING CHARGES At the time of invoice, a shipping receipt must be provided to substantiate shipping or freight charges greater than $25.00. BASIS FOR AWARD: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest evaluated price. CONTRACTOR ACCESS TO MSC SHIPS 1. El Paso Intelligence Center (EPIC) clearance is required to gain gangway access to all USNS vessels. EPIC clearance is separate from base access. 2. If required for a ship check, or upon receipt of a purchase order, the contractor must request an EPIC form from Marlo Dent and James Phillips via email to marlo.dent.ctr@navy.mil and james.b.phillips2@navy.mil. The completed form shall be returned to both individuals via email. 3. When the EPIC clearance is received, MSFSC Command Security will promulgate a letter for base access for cleared personnel and forward it to base security. 4. EPIC requests typically require five business days for clearance.
