- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Biomaterials Group of the Polymers Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.501(a), with Toptica Photonics, Inc., Victor NY, for the purchase of a broadband, dual-pulse fiber laser (FemtoFiber pro NIR UCP). Sole Source determination is based on the following: The laser system will be used as an excitation light source of a coherent anti-Stokes Raman scattering (CARS) microscopy apparatus, which is to be used for high-speed, noninvasive and quantitative spectral imaging of biological tissues and cells. The excitation light source must have a footprint of less than or equal to (4 X 4) feet, and have two pulsed light outputs that are synchronized with timing jitter less than 1 femtosecond (10-15 s). One pulse (the Stokes pulse) must contain at least 2800 cm-1 of bandwidth and be compressible to at most 25 fs in order to efficiently populate vibrational coherence within the sample. The Stokes pulse must also be in the range (900 to 1400) nm in order to avoid multiphoton-induced cell damage, and light absorption by water. The second pulse (the probe pulse) must have a ~ 1 picosecond (10-12 s) duration in order to probe the vibrational coherence with sufficient spectral resolution. This pulse must have temporal edges that rise and fall with time constants no longer than 100 fs in order to measure reference spectra on the fly, and it must be centered somewhere in the spectral range (700 to 800) nm in order to be sufficiently spectrally separated from the Stokes pulse without inducing cell damage. This laser system will enable noninvasive, near-video rate spectroscopic imaging of cells and tissues, which is a key deliverable in the Bio-Imaging Project. Toptica Photonics, Inc., is the only vendor capable of providing the required broadband, dual-pulse laser source in order to satisfy the Government's minimum requirements. Toptica Photonics, Inc., is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by May 24, 2011, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
