- Pre-solicitation Notice The General Services Administration (GSA) intends to issue a Request for Proposals (RFP) for escort guard services at the Complex in Washington DC. This procurement will be Set-Aside for Service Disabled-Veteran Owned Small Business. GSA intents to award an Indefinite Delivery Indefinite Quantity Contract for the overall support of the Complex for a period not to exceed 5 years, a one year base period with 4- one year options. The NAICS Code is 561612, size standard: $18.5 million. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of bid opening and conform to JV requirements. JV Agreements should be submitted with the bid, bids will be accepted from only responsible and responsive contractors. It is the intent of the contract to secure highly qualified security services firm to provide all supervision, labor, materials, supplies and equipment necessary to support the normal security forces assigned to the Complex in Washington, DC by monitoring the movements and reporting on the whereabouts of non-pass holder personnel who have been temporarily approved to work within the complex. Escorts as pass holders on this complex, must uphold all applicable security measures. Escorts must meet the security restrictions imposed by the United States Secret Service USSS (i.e., escorts must hold a Top Secret (TS) or Top Secret/Compartmented Information (TS/SCI) security clearance); Contractors must also hold an Active Top Secret facility clearance or demonstrate the ability to obtain a Top Secret facility clearance. The solicitation will be published on the FedBizOpps website www.fedbizopps.gov on or about June 1, 2011. A pre-proposal conference will be held within ten working days after publication of the solicitation. Detailed information about the pre-proposal conference will be available on fbo.gov as soon as the solicitation is published. Site Visits will not be conducted. All interested contractors are encouraged to attend the pre-proposal conference. We encourage interested firms to register on the Interested Vendors List on FedBizOpps under the solicitation number (please note this list is not published and cannot be viewed by other vendors). All announcements or changes to the intended publication date, the solicitation, and any other information concerning this procurement will be conveyed via the FedBizOpps site. THIS PROCUREMENT IS SET ASIDE FOR AWARD TO A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. OFFERS FROM OTHER BUSINESSES INCLUDING LARGE BUSINESS WILL NOT BE CONSIDERED.
