- Visn 2 Network Contracting Activity (NCA), Canandaigua, NY intends to enter into a sole source, small business set-aside contract with the Dr Richard Ries, 1108 16th Ave East, Seattle, WA. 98112-3311. This procurement is being conducted in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, and incorporates provisions and clauses as those in effect through Federal Acquisition Circular 2005-49. A justification for other than full and open competition has been prepared in support of this acquisition and is available upon request by e-mail only at Les.Lecceardone@va.gov. The North American Classification System Code (NAICS) is 622210 with a $34.5M size standard. The NCA plans to purchase Consulting services that includes: (1) the development of a Veterans Health Administration (VA) version of the Preventing Addiction Related Suicide (PARS-VA) module, a secondary suicide prevention program that targets high-risk Veterans receiving group-based outpatient VA addiction treatment; (2) the revision of the PARS-VA so that it is acceptable, feasible, and applicable to include in VA-based Intensive Outpatient Program (IOP) addiction treatment. Iterative versions or Beta drafts of the PARS-VA will be developed from multiple sources (e.g., evidence-based literature) and through input from stakeholders including VA addiction patients, counselors, administrators, as well as civilian consultants with expertise in addiction and suicide prevention; and (3) to pilot test and examine the effect of the PARS-VA on addiction patient and addiction counselor outcomes including knowledge regarding issues such as suicide prevention and addiction, attitudes toward suicide, suicide prevention, and addiction, and behavior should issues of suicide emerge in oneself or others (e.g., calling a crisis line). This notice of intent is not a request for competitive quotes and no response to this announcement is necessary.
