Description
Description The Government intends to award a contract a Firm-Fixed Price (FFP) Level of Effort (LOE) type contract (one year base (FY2012) plus two additional option years extending through FY 2014 for Technical and Program Management support services for SSP Science & Technology (S&T), and Small Business Innovation Research (SBIR) associated with TRIDENT II D5 Missile system programs. The resulting contract will also include a provision which gives the Government the option to increase the level of effort up to thirty percent (30%) over the level of effort provided for in the contract. Performance is scheduled to begin on 01 October 2011 and continue for one year, with two one-year option periods. This procurement will be a Total Small Business set aside competitive acquisition in accordance with FAR 19.502. The Government anticipates that one (1) Firm-Fixed Price Level-of-Effort contract will be awarded for twelve months base period in FY12, with two (2) additional twelve (12) months options extending through FY 2014. Procedures in FAR Part 12 Commercial Items (Services), FAR Part 15 Contracting by Negotiation, FAR Part 19.502-2 Total Small Set Aside and SSP policies will be followed in selection of the successful offeror from the pool of eligible small business firms that submit responsive proposals. This combined synopsis/solicitation is available electronically on the Navy Electronic Commerce Online (NECO) World Wide Web site (www.neco.navy.mil). Hard copies of the solicitation documents will not be available, therefore no written, telephone, or facsimile requests for the documents will be accepted. All questions concerning this competition must be directed in writing via email to the designated point of contact or by facsimile to 202-433-8411. No questions or inquiries will be accepted by telephone. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the NECO web site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information on the acquisition. For changes made after the closing date, only those offerors who submit a proposal will be provided with any changes or amendments and considered for future discussions and/or award.
