Description
THIS IS NOT AN INVITATION FOR BID, REQUEST FOR PROPOSAL (RFP), OR OTHER SOLICITATION, AND IN NO WAY OBLIGATES CMS TO AWARD A CONTRACT. THE SOLE INTENT IS TO OBTAIN CAPABILITIES FOR SMALL BUSINESS SET-ASIDE AND PROCUREMENT PLANNING PURPOSES. Requirements: The services required are to be provided by a contractor with knowledge and experience in Medicare Advantage (Part C) and Prescription Drug Coverage (Part D). Experience in outreach and education and auditing is also required. All work is related to the following Part C and Part D program integrity objectives: fraud prevention, fraud detection, transparency, accountability, and recovery. There are no exceptions to the requirements listed below; offerors who do not clearly demonstrate such capabilities, assets and experience will not be given further consideration. Give enough detail so your response clearly indicates that you can provide the following: • Program integrity (fraud, waste abuse) public relations outreach to Part C and Part D sponsoring organizations, CMS staff, Office of Inspector General law enforcement members, Department of Justice law enforcement members, state and local law enforcement members, Medicare providers and Medicare beneficiaries enrolled in Part C and/or Part D. • Initiate and maintain networking and outreach activities related to Part C and Part D program integrity. • Develop outreach tools to educate and reinforce Part C and Part D program integrity objectives. • Provide program integrity training to Part C and Part D sponsoring organizations, CMS staff, Office of Inspector General law enforcement members, Department of Justice law enforcement members, state and local law enforcement members, Medicare providers and Medicare beneficiaries enrolled in Part C and/or Part D. • Conduct risk assessment of Part C and Part D sponsoring organizations. • Conduct and/or support audits of Part C and Part sponsoring organizations related to program integrity objectives. • Provide Part C and Part D program technical assistance to CMS in relation to program integrity. • Demonstrate an understanding of Medicare Part C and Part D vulnerabilities to fraud, waste and abuse. • Demonstrate and understanding of Medicare Part C and Part D stakeholders. • Produce a comprehensive outreach and education plan. • Demonstrate Part C and Part D audit experience. • Provide documentation that shows accounting system has been determined to be adequate by a Federal Government agency.   Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to Edward.rutherford@cms.hhs.gov. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Please address each in order listed above. Capability Statements shall be limited to 10 pages and shall include any/all teaming arrangements. Capability statements shall also include the following information: a. DUNS # b. Company Name c. Company Address d. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp. e. Company Point of Contact, Phone and Email address f. Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses. Responses must be submitted no later than 12:00 PM EST, May 23, 2010. They should clearly reflect the respondent's ability to meet the requirements included in this notice. Capability statements will not be returned and will not be accepted after the due date. Respondents will not be notified of the results of the review of their submissions. Information received will be considered solely to make informed decisions regarding a potential small business set-aside.
