- The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory(NRMRL) located at the Robert S. Kerr Environmental Center in Ada, OK has a requirement for the purchase of a Handheld X-ray Flourescence Unit. This is amendment number 1 to combined synopsis/solicitation number Sol-CI-11-00032. The following areas have been amended: 1) The place or performance now reads, the Robert S. Kerr Environmental Center in Ada, OK and 2) Replacement of Attachment A, Required Items and Minimum Performance Specifications. All other terms and conditions of Sol-CI-11-00032 remain unchanged and in full force. Offerors shall submit 1 copy of their offer, referencing Sol-CI-11-00032, no later than, May 16, 2011 at 3:00 PM EST to Garry Plear as follows: via email at plear.garry@epa.gov or via fax at 513-487-2107. Attachment A Required Items and Minimum Performance Specifications Sol-CI-11-00032 ITEM 1: Handheld X-ray Fluorescence Unit Equipment Description: 1 each Handheld X-ray Unit with Pfeiffer HiQuad mass spectrometer. Minimum Specifications - The following are the minimum specifications of the required the handheld X-ray Unit: 1. The specifications to bet met or exceeded are as follows: The unit shall consist of a handheld spectrometer with a minimum operating source of 40kV (X-ray tube). 2. The unit shall support analysis of a wide range of molecular weights, including light element detection and quantification (Mg, Al, Si, P, and S). The light element analysis should be supported without vacuum or He purging. 3. The unit should run off of AC power or battery packs; battery packs shall maintain system operation for at least up to 6 hours. 4. The unit shall contain a camera for documentation of test areas along with test results. 5. Elements for analysis shall include: Mg, Al, Si, P, S, Ca, V, Cr, Mn, Fe, Co, Ni, Zn, As, Se, Sr, Mo, Cd, Sb, Th, Pb, Hg, and U. 6. Data transfer using USB and RS-232 methods. Data storage capability is required in the handheld device to store spectra. 7. The unit shall have the ability to view live display of spectrum and element identification. 8. A mobile test stand for use in the field or laboratory setting. 9. Standard tests should be complete within 60 seconds, for obtaining optimal elemental detection limits. 10. The unit shall have the capability of applying user-defined calibrations, e.g., using a set of selected standard reference materials. 11. The manufacturer shall provide a one-year warranty, commencing from the date of system acceptance, on all parts and labor. 12. The system manufacturer shall provide appropriate training for at least one individual who will be operating the system. The training shall be structured to provide adequate instruction for all aspects of operation. The training shall occur after installation and acceptance of the delivered equipment. The training shall include all aspects of system operation, maintenance, and troubleshooting. This training shall provide the user with the knowledge necessary to effectively operate the system in all modes. 13. The system manufacturer shall provide a complete set of all operator and maintenance manuals, including those covering all peripheral items. 14. A calibration standard shall be provided for verification of operation and calibration. 15. The instrument is to be installed at the Robert S. Kerr Environmental Research Center, 919 Kerr Research Drive, Ada, OK. Installation must be performed by individuals employed by the system vendor and certified by the vendor to be trained in the setup and operation of the instrumentation being installed. 16. The complete system as ordered shall be delivered no more than 50 days after award. The system should be transported in packaging that eliminates the possibility of damage during shipment and be received in crating units such that movement to required location will not be hindered. Attachment B Solicitation Description, Instructions, & Evaluation Criteria Sol-CI-11-00032 1. Solicitation Description and Instructions This is a competitive request for quotation for a Handheld X-ray Flouresence Unit to be used by the U.S. Environmental Protection Agency, Office of Research and Development, National Risk Management Research Laboratory, the Robert S. Kerr Environmental Center located in Ada, OK Quotes shall be submitted electronically, by emailing quotes by attachment, preferably in PDF format, to plear.garry@epa.gov, by fax to (513)487-2107 with attention to Garry Plear, or by any other means reasonably calculated to reach the contracting office. Email is the preferred method of submission. Offered prices shall include a breakdown of price, by line item, and a total price of all line items combined. Offered price shall include all shipping and delivery fees based on FOB-Destination. Technical Evaluation Criteria The Government will award a purchase order on a best value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical acceptability of the item offered to meet the Government's requirement, and Offers shall provide technical descriptions with sufficient detail to demonstrate that the items offered meet the minimum requirements in the Performance Specifications (Attachment A)
