Description
The US Army Garrison, Fort Detrick, Army Education Outreach Program on behalf of the US Army Medical Research and Materiel Command, Fort Detrick intends to award to Hood College, Frederick, MD, on a sole source basis, a firm-fixed price non-personal service contract to provide management, administration, and oversight of the Gains in Education and Mathematics (GEMS)/Young Engineers and Scientists (YES) Program. The GEMS/YES program was established to help encourage student interest in science, engineering, and technology by providing opportunities for them to participate in this summer program. Hood College will provide non-personal support services to develop middle and high school students interest in science, engineering, and technology and a possible future in these career fields as Army scientists and engineers. The place of performance for this contract must be in Washington and Frederick County, Maryland. Contract term will be for a base year and two (2) option years. The base year period of performance is 08 June thru 17 August 2011. The program requires Hood College to provide classrooms, laboratories, lunches, graduation ceremony location, and two graduate student assistants to help administer the program. Hood College will also pay all invoices and salaries for summer hire employees to include professional staff, technical staff, and interns for locations in Washington County Public Schools, Hagerstown, Maryland and Hood College, Frederick Maryland. Hood College is the only institution that offered to manage this program at these locations at no charge to the government and support the number of students participating in the summer program. This is a special notice prepared in accordance with FAR 6.302-1. However, any firm that believes it can meet this requirement may give written notice to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the US Army Garrison will proceed with awarding a firm-fixed price contract to Hood College for management, administration and oversight of the GEMS/YES Program.
